Job Description (Roles and Responsibilities)
**Main Purpose of Job**:
The Low Carbon Energy and Infrastructure Team at the British Embassy Jakarta, Indonesia, manages several Overseas Development Assistance (ODA) programmes such as:
- Mentari: A UK-Indonesia Low Carbon Energy Partnership Programme, which aims to accelerate the development of Indonesia’s low carbon energy sector and improve energy access to deliver poverty reduction, economic development and gender equality to best support poor communities.
- UKPACT, with projects in Energy Efficiency, Carbon Pricing, and the Cities and Transport Sector which aim to provide policy advice and recommendations, support pilot projects, improve coordination and capacity building.
- The team is also currently designing a new Future Cities Bilateral Programme as a follow up to the closed Global Future Cities (Prosperity Fund). Besides, the team also frequently manage some non-ODA funding to do various complementary projects. In addition, the team is also home for IJETP (Indonesia Just Energy Transition Programme) and FIRE (Friends of Indonesia Renewable Energy).
- A new Future Cities Bilateral Programme, currently being designed, that will partner with the Government of Indonesia to support low-carbon transport and infrastructure development.
The team also frequently manage some non-ODA funding to do various complementary projects and is the Embassy lead for work on IJETP (Indonesia Just Energy Transition Programme) and FIRE (Friends of Indonesia Renewable Energy).
The job holder will be part of the Low Carbon Energy and Infrastructure team (LCEI) in the Low Carbon Development Group and will be responsible for:
- Supporting LCEI in the administration, programme and financial management, predominantly for the multi-year Mentari programme but also to other programmes in LCEI
- Administrative and event management support across LCEI.
- Provide ad hoc finance and programmes and event management support to wider team.
- Providing secretarial support to the head of LCEI and administrative management to the wider team
- The officer will also be expected to occasionally work across the Low Carbon Development Group, providing surge support where needed or contributing to cross-groups objectives.
**What will the Jobholder be Expected to Achieve**:
**_ Mentari Programme Support _**
- Financial management of the programme and projects - tracking payment milestones and ensuring timely receipt of invoices; maintaining accurate financial records, including data entry; ensuring transparency requirements are met. This includes liaising with delivery partner to ensure timely invoice submission.
- Administrative and logístical support to Mentari strand leads to further the programme’s objectives.
**_ General Programme Team Support_**
- Keeping comprehensive records and management of team budget, reporting to the head of team.
- Supporting the team with the meetings (note taking, room booking and hybrid meeting equipment).
- Providing support to events management across programmes in the team.
- Supporting the team with finance administration, such as raising requisitions, Contract Purchase Agreement completion and processing invoices.
- Conducting ad-hoc research on various issues, especially renewable energy and climate change.
- Organising activities, visits and meetings related to programme project delivery and monitoring; participating in events as required, representing the Embassy externally.
- Managing the team’s database and document inventory.
**_ Secretarial Support and Team Management _**
- Become a point of contact for meeting appointments with the team leader
- Regularly review team leader’s calendar and flag for clashes of meetings
- Organise regular team away day/gatherings
- Ensuring the team meet HR, finance and other administrative deadlines.

- Resources: Team budget (amount to be determined annually, currently approx. £6k/annually)
Essential qualifications, skills and experience
- At least one year of work, with experience of programme and financial management, preferably in an international or development context (part-time included)
- A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
- Excellent administration, organisational and IT skills.
- Attention to detail and ability to work confidently with financial data.
- Excellent communication and influencing skills
- Fluent in written and spoken English and Indonesian.
- Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.
- Good interpersonal skills. Ability to work with people of different levels and backgrounds.
- Willingness to travel
**Language Requirements**:
- Level of language required: Fluent written and spoken Indonesian and English, equivalent to IELTS language assessment score of 6.5 or
