Job Description (Roles and Responsibilities)

The Conflict, Stability and Security Fund (CSSF) is a unique cross-government Fund tackling some of the most complex challenges to national security and international peace and stability faced by the UK and our partners around the world. These threats range from terrorism and serious organised crime, to newer evolving challenges such as cyber and the destabilising potential of climate change and the Covid pandemic. The National Security Council (NSC), which is chaired by the Prime Minister, sets the CSSF’s strategic direction.

You will be responsible for managing a new CSSF fund in the ASEAN region. This is a really exciting time to join the team. In August 2021 the UK became the first new ASEAN Dialogue Partner for 25 years and the UK is strengthening our engagement in this region as part of an Indo-Pacific Tilt. As the new Programme Manager for the CSSF South East Asia Programme, you will be instrumental in kick-starting the development of a new suite of CSSF projects with security nexus at their core, building on the success of existing CSSF programming in the region.

You will be part of the programme team in the UK Mission to ASEAN, working closely with UK Government colleagues in multiple departments in London and across the Indo-Pacific region, as well as with external implementing partners, to design, manage and monitor CSSF projects. You will need to develop a strong working knowledge of the region and relationships with other teams and stakeholders.

You will also be responsible for ensuring excellent overall programme and financial management of all projects in the CSSF ASEAN portfolio.

**Roles and responsibilities**:

- ** Programme Design**. Work closely with UK Embassies and High Commissions across the region, and with colleagues in London from multiple Government departments, to help design a suite of ASEAN CSSF projects. Ensure that projects are designed to maximise impact against CSSF objectives, are strategically aligned with UK priorities and maximise value for money.
- ** Programme Management**. Work with programme management experts in the region, including finance colleagues, to ensure that all programmes comply with UK programme management rules and CSSF requirements, including robust financial management, risk management, and monitoring, evaluation and reporting processes.
- **Regional Coordination**. Work with colleagues across the region, particularly with the Head of South East Asia CSSF Programmes in Singapore, to ensure that ASEAN CSSF projects align with wider activity in the region and drive programme coherence.
- **Communications**. Draft communications materials about CSSF programming as required. Support the UK Mission to ASEAN and colleagues in the region to present and communicate our CSSF activity to external counterparts.
- Support wider CSSF and FCDO programme delivery in the region where required. You will provide programme management advice to teams across the region and work closely with both regional and country technical advisors.
- Work with the CSSF Portfolio team to capture and disseminate learning and best practice from programming, raising the profile of our work with cross-HMG stakeholders and supporting the improvement of CSSF programming in the region.
- Ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.
