Monitoring Evaluation and Learning Specialist

Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia’s Law.
As part of Program Team, the Monitoring Evaluation and Learning (MEL) Specialist will support monitoring, evaluation, and learning activities across IPAS Indonesia’s program and projects. The MEL Specialist will be a key focal point for implementing unit-wide measurement systems such as the TERRA processes, core indicators and tools to standardize Program/Projects measurement, etc. and ensuring that Yayasan IPAS Indonesia’s program measurement strategy and learning are integrated and inform each other. As appropriate, the Specialist will also support MEL activities for more specific projects technical innovations and interventions.
As part of this role, the MEL Specialist will collaborate closely with the Program unit team, to promote consistency and quality across data management and use for programming, as well as support a learning culture within Yayasan IPAS Indonesia. This may include developing M&E Plan in close coordination with the National Program Manager, developing new tools and guidance; training or working with colleagues and partners to strengthen core MEL skills; supporting alignment of key indicators and learning frameworks; developing or updating MEL systems; supporting data collection, analysis, and interpretation to inform program improvements; or supporting Yayasan IPAS Indonesia’s projects to design and implement MEL activities.
This position report to the Program Manager and will work closely with the other staff and units within the Yayasan IPAS Indonesia.
Summary of Responsibilities
Program Implementation:
Support IPAS Indonesia’s Strategies development and capacity in the context of:
- Work closely with the Program Manager & Director to lead development and rollout of Organization M&E Plan in line with Yayasan IPAS Indonesia’s Strategic Planning and Programmatic strategy. This includes development of standardized data collection tools and systems for specific interventions
- Lead Annual Data process, coordinating data collection, analysis, and interpretation processes across country teams: Program unit and Program Support Unit. This includes ensuring Balance Scorecard, Minimum Service Standards and any other tools required by Ipas Impact network at global level for the annual report
- Ensure Yayasan IPAS Indonesia’s core indicators and learning frameworks are clear, refined, and standardized.
- Strengthen capacity and provide technical support to country program staff to improve data quality (manually or in required software TERRA) and practices and build a culture of learning
- Develop, adapt, and share new tools and technical resources to strengthen MEL systems (and refine these using country program, Project partners’s and client feedback)
- Manage M&E consultants/external experts as required to support Yayasan IPAS Indonesia M&E framework and Plan
Technical Assistance:
Provide tailored MEL support to Yayasan IPAS Indonesia’s projects and interventions:
- Collaborate closely with program/project teams to design and implement MEL activities for specific ongoing interventions, including through designing tools and data management processes, data collection, analysis, interpretation and validation, and reporting
- Share learning across projects and Program teams for adaptations, improvement, and accountability
- Provide MEL-specific technical expertise and design for business development
Reporting:
- Contribute to report preparation for donors and other stakeholders, including data and narrative inputs
- Reviews and cleans monthly facility data to ensure accuracy and completeness of data before and after entries are done in the required software
- Share learning across projects and Program teams for adaptations, improvement, and accountability
- Conduct dissemination of R&E findings externally, including workshop organization, report preparation and contributing to peer-reviewed journal articles
- Represent Yayasan IPAS Indonesia at local, regional and global professional meetings and conferences
Finance:
- Understand and comply with the Finance regulation in Yayasan IPAS Indonesia for all the activities
HR & Administration
- Understand and comply with the HR regulation in Yayasan IPAS Indonesia
- Collaborate with other teams in Yayasan IPAS Indonesia
- Ensure all activities comply with the regulation in Yayasan IPAS Indonesia
Ethics
- Understand and practice ethical process and behavior as per the organization's standard
- Contribute to safe working environment where every team member is treated equally and respectfully
