**Overview**:
URC is searching for an experienced Chief of Party for the anticipated $70 million USAID Bersama Menuju Eliminasi dan Bebas dari TB (BEBAS-TB) Activity in Indonesia. The purpose of this five-year Activity is to assist the Government of Indonesia in addressing the TB epidemic and achieving 2030 TB elimination targets by enhancing capacity of TB case finding, improving quality of TB screening and diagnosis, improving quality of TB service delivery, optimizing TB prevention while building stronger and more resilient health system to accelerate TB elimination, strengthening community participation in implementing TB activities, and leading implementation research efforts to improve TB control.
**Responsibilities**:
The MEL and SI Director manages all aspects of the Activity monitoring, research, evaluation, learning and reporting. S/he manages, analyzes information and reports to the Chief of Party (COP) and provides the Activity team with feedback on progress toward the achievement of key results as stated in the annual workplans and Performance Management Plan (PMP). The MEL and SI Director ensures that the Activity collects, analyzes, and disseminates accurate data consistently and timely, aggregates project-generated knowledge and lessons learned through routine monitoring and evaluation of the activities. The roles and responsibilities include, but are not limited to, the following:
- Develop and refine PMP ensuring that all Activity objectives have progress, annual and end-of-the-Activity indicators (inputs, output, outcomes, and impact), an established baseline and measurable and achievable targets
- Work with the Activity team and USAID, in collaboration with Indonesian counterparts on the identification of key performance indicators, including their definitions, measurement, process of data collection, analysis, interpretation, presentation, and reporting
- Establish and oversee the Activity database, including data verification, entry, and cleaning
- Identify and advise the Activity team on the implementation of innovative solutions to data collection and monitoring
- Identify and mitigate challenges in data management that impact effective implementation
- Promote the shared responsibility of the MEL function among the Activity team, including its local and international partners, through regular meetings, trainings, and communication
- Provide timely qualitative and quantitative information to the Activity team on the quarterly and annual progress reports, programmatic updates, success stories, briefs, newsletters, as required
- Keep updated on developments in MEL best practices
- Keep abreast of Indonesian health and socio-economic statistical indicators and provide timely updates to the project team to ensure effective planning and adapting the project activities
- Conduct gendered political economy analysis in Indonesia on the routine bases to help project staff to think and work politically
