IDG’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. **Project Summary**
The USAID Learn Together Activity (LTA) Follow-On will continue to support Tajikistan’s Ministry of Education and Science’s (MoES) capacity to develop and implement cohesive primary education policies and programs, including system strengthening and public-private partnerships. The primary goal is to build upon the work on USAID LTA to improve basic education skills for students in grades 1-4, with a focus on improving reading comprehension, critical thinking skills, and mathematics.
**Position Summary**
The **Monitoring, Evaluation, & Learning (MEL) Director** will be responsible for leading all monitoring and evaluation, research, adaptive management learning cycle, data management, and communications and partnership aspects of the project. The position will play a crucial role in supporting successful Activity implementation and management, leading a high-functioning team, and ensuring wide recognition of the program among the public, and positive relationships with stakeholders.
This position will be based in **Dushanbe, Tajikistan **and is contingent upon funding and award.
**Responsibilities**:
- Provides oversight of MEL efforts and ensures they are informed by and feed into program decisions.
- Leads the development, implementation, refinement, and harmonization of project’s MEL system; develops and operationalizes indicators, set targets, and monitor's progress.
- Oversees all project activities to capture data on indicators and to identify best practices and lessons learned as required by USAID.
- Works with technical staff to oversee tools for data collection, storage, and analysis, train staff and partners on MEL system operations, collection methods, and tools.
- Designs needs-based operations research studies and protocols to generate evidence for which innovations work, which do not work, and why.
- Ensures methodological rigor of research undertaken.
Qualifications:
- Bachelor’s degree plus 12 years or a Master’s degree plus 10 year’s experience in education, evaluation, research, communications, statistics, or a relevant field
- Experience in senior-level supervision and management roles
- Prior experience with quantitative and qualitative monitoring, evaluation, and research
- Prior experience in Collaboration, Learning and Adapting (CLA) for knowledge sharing and resiliency programs
- Experience managing a complex MEL program component or portfolio of complex MEL activities
- Experience with USAID or other major donors preferred
- Familiarity with, and comprehension of, core concepts in inclusive education, early reading, communications, or education sector public-private partnerships preferred
- Ability to communicate effectively in a cross-cultural environment
- Demonstrated leadership, versatility, and integrity
- Excellent coordination and organizational skills and able to perform effectively within tight deadlines
- Strong interpersonal and communications skills
- Ability to work in a team environment
- Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
- Experience working in Tajikistan
- Excellent oral and written fluency in English; Tajik and Russian language proficiency strongly preferred.
