Global TB Caucus Asia Pacific Regional Coordinator

**Background**

Tuberculosis is one of the world's leading infectious killers, affecting nearly 10 million people and accounting for over 1.5 million deaths in 2020. Currently, over 30% of people with TB are not reached by TB services.

The Asia Pacific region is home to 60% of the world’s population - some 4.3 billion people and includes the world’s most populous countries, such as China and India. With overpopulation leading to a wider spread of TB, two-thirds of the total global tuberculosis burden, the multidrug resistant variant of TB - is in the Asia Pacific: India (27%), China (9%), Indonesia (8%), the Philippines (6%), Pakistan (6%), and Bangladesh (4%). This has led to 1.7 million people with TB being undiagnosed, 7 million falling ill, and more than 830,000 dying from the disease each year.

Lack of financial resources, coupled with outdated policies, has hampered the response to the TB epidemic. These obstacles can only be overcome through political commitment. The Global TB Caucus exists to build that commitment.

The Caucus is a unique international network of political representatives, currently led by two Global Co-Chairs and an Executive Committee made up of Regional Co-Chairs. It has support from over 2,500 representatives in more than 150 countries. Members of the Caucus commit to working collectively and individually to accelerate progress to end the TB epidemic.

The Caucus is supported by a dedicated Secretariat hosted by RESULTS UK. Although RESULTS UK hosts the Secretariat, it acts independently and under the direction of its leadership group, the Executive Committee of the Global TB Caucus, who themselves are parliamentarians.

**Consultancy Description**

The Global TB Caucus Asia Pacific Regional Coordinator is responsible for supporting the work of the members of the Global TB Caucus in the Asia Pacific, and liaising with other key stakeholders in the region.

Duties include, but are not limited to:

- Assisting members of parliament (MPs) in the region with their efforts to build political will to tackle TB, through the provision of briefings, information and other relevant materials as requested by them.
- Ensure a consistent communication channel with parliamentarians across the region and recruit new members to the Global TB Caucus.
- Planning, organising, and managing the workplan agreed by the Global TB Caucus Executive Committee, which includes parliamentarian travel and any events.
- Coordinating with civil society stakeholders across the region to provide localised support for members of parliament.
- Working to increase the number of national TB caucuses across the Asia Pacific.
- Building relationships with regional political entities to elevate TB within ongoing political processes.
- Liaising closely with WHO and other regional-level stakeholders to ensure that Caucus policy is up-to-date.
- Working with the Regional staff in the other regions to ensure coordination globally, across the entire network.
- Supporting the Asia Pacific Regional Manager of the Global TB Caucus, and other Global TB Caucus staff as requested.

The Regional Coordinator may be required to travel and mission duration could be up to one week in length.

**Working Arrangements**

The individual will be a consultant based remotely in a country in the Asia Pacific region. As host, RESULTS UK will serve as the contracting organization and will provide legal oversight of the consultancy contract.

**Required Qualifications**

Languages: Fluency in English and excellent written and oral communication skills.

Work Experience: At least five years working on global health advocacy is required, including at least two years in project management and/or supporting the work of a parliamentary group.

Essential Skills:
1. Excellent communications skills, with experience of writing policy reports, briefings, and press releases for national and international media.
2. Exceptional attention to detail to ensure high-quality is maintained for all Caucus work.
3. Proven competence in project management and event coordination at the national and international levels.
4. Proven experience of working with parliamentarians or political representatives to mobilise resources and change policy.

Desirable:
1. Understanding of website management and database development and management.
2. Existing relationships with currently active parliamentarians in countries of interest to the Caucus.
3. Experience of working with civil society organisations in the Asia Pacific.
4. Experience and understanding of working with international organisations (United Nations, WHO etc).
