PATH has been working to support the advancement of health equity in Indonesia through technical partnerships since the 1980s. Our current portfolio in Indonesia includes work to support healthcare providers and communities in preventing and responding to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities.
PATH is seeking two District Finance and Admin Officers - based in Keerom District, Papua Province and Surabaya Municipality, East Java Province who will work under the “PHC Transformation Cadre Integration Project”. The project is designed to take a gender-intentional approach to designing digital support tools and a telehealth prototype connecting community clients, cadres and Puskesmas doctors in recognition of the differences between women and men cadres in digital tool literacy, smartphone ownership, and preferences regarding digital technologies, as well as client preferences regarding online and in-person case management and screening that may differ by gender identity. The District Finance and Admin Officer will report to the Operations Manager and will implement day-to-day finance activities in collaboration with the technical team and under the guidance of the Jakarta-based finance team and of the global project administrator (global PADM). Key responsibilities include:
Responsibilities:
- Work closely with the District Coordinator and the project team to support accounting and administration for the PHC project.- Implement routine petty cash transactions and monthly bank payments.- Efficiently use the systems in place for the payment of all bills, invoices and staff reimbursements in a manner consistent with PATH policies and procedures and in compliance with local law and requirements.- At the request of the Jakarta-based finance team, create transactions in PATH’s accounting software.- Review financial documents, invoices, receipts, etc. to ensure adequate documentation of financial transactions in the system.- Ensure compliance with financial management processes and manage thorough financial and administrative documentation at the field level.- Support the management of subrecipients based in the district, including risk assessments, financial reporting and performance monitoring.- Manage filing of both hard and soft copies of financial documents.- Prepare forecasts and ad hoc financial reports for the project.- Track advances in accordance with PATH policies and notify district staff of outstanding balances.- Provide support to the District Coordinators/Program/MEL Officers in the implementation and monitoring of project activities.- Provide administrative support for securing all necessary district approvals.- Provide logistic support for planned events (workshops, conferences, trainings, study tours, launches and other relevant visits as requested, etc.) in close coordination with the other event managers and relevant stakeholders for hosts; platforms/venues; briefing notes; invitation letters, registration forms; administrative notes; agendas; visibility materials, merchandise, and document kits.- Manage the procurement of goods and services needed to implement activities for the district, including supporting any needed contracting, in coordination with the Jakarta-based finance team and the global PADM and in accordance with the PATH Indonesia procurement manual.- Coordinate with project team to arrange travel for project staff, consultants, meeting participants and visitors.- Organize, assemble, and distribute reports, communication and advocacy materials, and other documents.- Assist in setting up team meetings and following up team action items/assignments.- Maintain and update project inventory and conduct annual project inventory physical count.- Provide other financial and administrative support as required.
Required Skills and Experience:
- Bachelor's degree with minimum three years of work experience in a similar role- Working experiences in international non-governmental organizations (INGO) or public health programs would be an advantage- Excellent skills with Microsoft Word, Excel and PowerPoint- Familiar with Accounting software- Excellent organizational skills- Good communication and negotiating skills- Proven interpersonal skills and ability to work effectively in a team- Excellent written and spoken Bahasa Indonesian- Fluency in English desired- Willingness and ability to travel within Indonesia- Accounting and financial/admin management skills
