PATH has been working to support the advancement of health equity in Indonesia through technical partnerships since the 1980s. Our current portfolio in Indonesia includes work to support healthcare providers and communities in preventing and responding to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities.
PATH is seeking two District Monitoring and Evaluation (M&E) and Quality Improvement (QI) Officers-based in Keerom District, Papua Province and Surabaya Municipality, East Java Province, who will work under the “PHC Transformation Cadre Integration Project”. In supporting the government in rolling out an integrated community health cadre, the project is designed to take a gender-intentional approach to improve/strengthen the cadre competency in implementing integrated primary health care and to design digital support tools and a telehealth prototype connecting community clients, cadres and Puskesmas doctors. It includes a robust M&E approach that will be undertaken to document evidence and learnings. Minority, marginalized, special needs, and disabled individuals are encouraged to apply_._
The District M&E and QI Officer will implement day-to-day project activities related to monitoring, evaluation, and quality improvement, ensuring robust documentation of evidence and key learnings to inform the scale-up process. S/he will report to the National MEL Specialist and regularly provide updates on progress with M&E and QI activities.
Responsibilities:
- Work closely with the National MEL Specialist in planning and execution of all project M&E and QI activities at the district level, including data collection, management, and analysis from both qualitative and quantitative sources.- Manage project performance data, support data entry, analysis, and regular reporting to the project donor.- Provide technical assistance on data use triangulation of routine data and community data, including data from digital tools implemented at the community level, to inform quality improvement and cadre planning efforts (leveraging existing district-level processes).- Analyze and visualize data on inputs, outputs, outcomes, and impact of the program.- Contribute to the design of data dashboards and other relevant data visualization tools that may be incorporated into the project.- Ensure data quality at each step of the project data management system (source, collection, collation, analysis, reporting, use).- Establish and maintain strong working relationships with key district stakeholders to incorporate government priorities in project plans, enable data access, establish feedback loops for sharing key learnings, and provide TA on data use and triangulation.- Access data from routine district-level sources relevant to the project M&E and QI focus areas related to the health workforce, digital, financing, and gender considerations.- Work closely with the project team to generate evidence that can be used in advocacy for national policy changes and financing for health cadres and digital support tools, including telemedicine.- Work closely with the project team and partners to integrate gender considerations into the overall MEL approach, including all project assessments.- Contribute content for donor reports/presentations, including regular updates on evaluation progress, conducting data analysis, and summarising key findings in deliverable reports.- Contribute to the development and institutionalization of rapid data review and feedback cycles to ensure the project uses evaluation and routine data to inform activity planning and evidence-based implementation.- Other tasks as required.
Required Experiences and Skills:
- Bachelor’s degree in public health, statistics, social studies, and/or related degrees, with a minimum of 5 years of job-related experience in monitoring and evaluation and/or data management.- Experience in the collection, management, and analysis of quantitative and/or qualitative data (mixed methods expertise preferred).- Knowledge and experience in using digital tools for community-level data collection.- Understanding of Indonesia's primary health care health system, including knowledge of the community health system.- Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines.- Excellent interpersonal skills.- Capacity to work independently and collaboratively in a teamwork environment with solid interpersonal and verbal communication skills.- Excellent judgment, strategic thinking, and strong initiative.- Strong oral and written proficiencies in Ba
