**Background**:
Oxfam has implemented disaster risk management work intensively for the last 10 years since the intervention in the tsunami in Aceh in 2004 through emergency response and early recovery activities. In 2006, Oxfam introduced a concept and implement PRIME (Preparedness and Response, Reducing Risk, Influencing Model for Emergency)responding to the five priorities of the Hyogo Framework for Action (HFA)1. PRIME itself is an integrated model of disaster risk management (DRM) targeting to build the resiliency of community, sub-national government, and national government level by implementing 1) preparedness for quality emergency response,2) local and national advocacy in DRM,3) community-based DRM, and4) capacity building provision on crucial aspects of DRMsuch as GIS based disaster risk analysis, gender in emergency, DRM policies and regulation, etc.The approaches of PRIME were integrated into several projects of Oxfam’s humanitarian and resilience during 2006-2015. Withinthose periods, Oxfam had assessed the implementation of PRIME’s related projects and generated certain project documents and reports, such as research, learning workshop, and case study.

**What we are looking for**:
We are looking for consultant to conduct a systematic review on the disaster preparedness, disaster risk reduction, response and humanitarian influencing projects of Oxfam in Indonesia during 2005-2021. A detail list of projects will be provided to the consultant to review the PRIME model which was implemented during that time period. The list includes -project proposal, reports, evaluations, monitoring reports etc.

**Objective**:

- To review and map how PRIME Model (based on the list of projects which Oxfam Indonesia will provide) is incorporated disaster preparedness, disaster risk reduction, response and humanitarian influencing Oxfam in Indonesia during 2005-2021.2.
- To identify how PRIME model effectively empowers local partners and stakeholders in disaster management and response process. Provide details synthesis on PRIME partnership model and local humanitarian leadership.
- To appraise the effectiveness of this PRIME model to strengthen disaster preparedness for effective response at all levels.
- To document the lesson learned from this approach:

- a)What would we do differently in the future?
- b)What else could be done to maximise the outcome of disaster readiness for effective response at all levels?

**Consultant Qualification and Submission**:
This consultancy work can be submitted by an individual or a team (consists of max. 3 members). The consultant should have the following criteria:

- Excellent understanding on disaster preparedness, disaster risk reduction, response and humanitarian influencing and related policy (required).
- Demonstrated qualitative research experience with prior experience in systematic reviews/synthesis study (required).
- Excellent communication to write clear and concise reports writing, both in Bahasa and English (required).
- Experience to maintain safeguarding protocol to manage data collection process is meet with safeguarding aspect in properly manner (required).
- Experience working with international institution, international NGOs, and local CSOs (preferable).
- Understanding PRIME Model or Hyogo Framework for Action9 (HFA) (preferable).
- Ability to comply with specific requirements and strict deadlines (preferable).
