Job Description:

  1. Procurement Operations

  2. Manage and oversee the end-to-end procurement process (RFQ, evaluation, purchase order, delivery, and documentation).

  3. Ensure all purchases comply with company policies, procedures, and regulatory requirements.

  4. Review purchase requisitions for accuracy and completeness before approval.

  5. Supplier Management

  6. Source, evaluate technical specifications of materials related to marine construction facilities, and select suppliers based on price, quality, service, reliability, and capacity.

  7. Conduct vendor performance evaluations and maintain an approved vendor database.

  8. Develop long-term strategic supplier relationships to ensure continuity and cost efficiency.

  9. Negotiation & Contracting

  10. Lead contract negotiations for pricing, terms, and service agreements.

  11. Monitor contract compliance and resolve contractual or operational issues with suppliers.

  12. Cost Optimization & Strategy

  13. Support cost reduction, savings initiatives, and sourcing strategies aligned with business goals.

  14. Analyze market trends, pricing benchmarks, and lead-time forecasts to support decision-making.

  15. Team Management & Coordination

  16. Supervise, coach, and evaluate procurement staff performance.

  17. Coordinate with internal stakeholders (finance, logistics, warehouse, technical and operations teams)

  18. Ensure timely processing of purchasing documents and workflow.

  19. Reporting & Documentation

  20. Maintain accurate procurement records and documentation in ERP/SAP or other procurement systems.

  21. Prepare procurement reports (spending analysis, savings tracking
  22. Ensure audit readiness and compliance with procurement governance standards.

Qualification:

  • Bachelor's Degree in Engineering is preferred
  • Have a minimum of 5 years experience as a procurement on construction projects, preferably marine construction facility
  • Understand the technical aspects of materials related to marine construction facilities
  • Understand the purchasing process flow, starting from sourcing & evaluating quotations, creating PO, monitoring PO Approval, sending materials by vendors and receiving materials at the project location
  • Good leadership, and be able to work with a team and/or work independently (single fighter)
  • Able to collaborate with related departments to carry out effective and efficient material procurement
  • Able to provide cost reduction recommendations
  • Agile and communicative at work
  • Ability to work under pressure and have good self-motivation and self-learning
  • Master MS Office and other supporting software
  • Familar to making presentations in front of management
  • Schedule and arrange times for management meetings with vendors to obtain explanations regarding the products they provide
  • Have good negotiation skills
  • Fluent in spoken and written English
