We're seeking a highly experienced and results-oriented Project Manager to lead the planning, execution, and management of all Utilities and Offsite systems for a new chemical plant project (Contract Based 1 Years). This role is crucial for ensuring the project's foundational infrastructure, including power, water, steam, and storage facilities, is delivered on time, within budget, and to the highest quality and safety standards.

Duties and Responsibilites:

Project Management & Execution:

  • Manage the full project lifecycle for all Utilities and Offsite facilities, from feasibility studies and detailed engineering to construction, commissioning, and handover.
  • Develop and manage the project's scope, schedule, and budget, ensuring alignment with overall project objectives.
  • Oversee engineering, procurement, and construction (EPC) contractors, ensuring all work adheres to project specifications and timelines.

Utilities Systems:

  • Manage the design and installation of all plant utility systems, including: (Power: Substations, transformers, and distribution networks. Steam: Boilers, steam distribution lines, and condensate return systems. Water: Raw water treatment, demineralized water plants, cooling water systems, and fire water networks. Air: Instrument air and plant air compressors and distribution. Fuel/Gas: Fuel gas skids, and distribution networks).

Offsite Facilities:

  • Manage the development and construction of all offsite infrastructure, including: (Tank Farm: Storage tanks for raw materials, intermediate, and finished products. Warehouses & Packaging: Finished product storage and packaging facilities. Logistics: Roads, drainage, and access control systems. Buildings: Administration buildings, control rooms, and maintenance workshops).

Stakeholder & Vendor Management:

  • Serve as the primary point of contact for all vendors and contractors related to utilities and offsite work.
  • Lead vendor selection, technical evaluations, and contract negotiations.
  • Collaborate with other project managers and cross-functional teams (e.g., process engineering, operations, EH&S, and procurement)

Requirement & Qualification:

  1. A minimum of 15 to 20 years of experience in the chemical, petrochemical, or a related process industry.
  2. Proven experience in managing large-scale capital projects from the ground up, with a focus on utilities and offsite infrastructure.
  3. Deep technical knowledge of utility systems (steam, power, water, air) and their design and operation.
  4. Experience in managing the design and construction of tank farms and other offsite facilities.
  5. A track record of managing EPC firms and a strong understanding of contracts and project controls.
  6. Ability to lead and motivate a project team and manage multiple contractors to achieve project goals.
  7. Strong grasp of project management principles, including scope, schedule, budget, and risk management.
  8. Excellent written and verbal communication skills to effectively report progress and manage stakeholder expectations.
  9. Proactive and solution-oriented with strong analytical and troubleshooting abilities.
  10. A strong commitment to project safety and the ability to ensure full compliance with all regulations and standards.
