PROJECT DESCRIPTIONGGGI's role and objective in Indonesia is to assist the Government of Indonesia in delivering green growth by developing capacity, driving investment, and designing green projects with social, environmental, and economic benefits for the people of Indonesia. The collaborative Green Growth Program between the Government of Indonesia (GoI) and GGGI is tailored around the GoI's own development priorities and targets established in Indonesia's Medium-term National Development Plan. This is designed to specifically support the implementation of Indonesia's Nationally Determined Contribution (NDC) and the achievement of the Sustainable Development Goals (SDGs).
The following priorities stand out as critical areas of support to the GoI:
Effective policymaking and planning to drive the transition to a green growth model;
Mobilizing public and private investment in sustainable and inclusive projects; and
Enhancing the capacity of government and key institutional actors to develop and implement green growth policies, plans, and attract investments.
Since the establishment of ASEAN Working Group on Climate Change (AWGCC), ASEAN Member States (AMS) have made sustained progress on building capacity, designing policies and institutional frameworks, mobilizing climate finance, and implementing adaptation or mitigation projects in line with their respective Nationally Determined Contributions (NDCs) under the Paris Agreement. These efforts to date have focused mainly on CO2 emissions given that they account for 60-70% of greenhouse gases (GHGs). However, there is a growing awareness that CO2 reductions alone, especially at the current rate, will not be sufficient to achieve the 2°C target. Policymakers are therefore giving more attention to other GHGs – in particular, methane.
Indonesia has demonstrated its commitment to reducing methane emissions as part of its broader climate change mitigation strategy. As a signatory to the Global Methane Pledge, launched during COP26 in 2021, Indonesia aims to reduce global methane emissions by at least 30% by 2030 compared to 2020 levels. Although there is no action plan set yet dedicated to methane emission reduction, in its Enhanced NDC submitted in 2022, Indonesia outlines actions across key methane-emitting sectors such as agriculture, waste management, and energy.
The ASEAN-Korea Cooperation on Methane Mitigation (AKCMM), therefore, aims to contribute to reducing methane emissions in ASEAN countries by establishing a strong institutional, technical, and financial foundation for large-scale methane reduction. The project is funded by the ASEAN-Korea Cooperation Fund (AKCF). The project aims to establish a strong foundation for the reduction of methane emissions at scale in the ASEAN region by providing technical and financial support in the following four areas:
Developing enabling policies and institutions,
Improving the measurement of methane emissions,
Designing, financing, and implementing methane reduction projects, and
Promoting regional dialogue and partnership
The project period is from November 2024 to November 2027, with activities at the regional and national level. In Indonesia, the project is being implemented in collaboration with the Ministry of Environment (MoE) as the AWGCC Focal Point for Indonesia, with GGGI as the implementing agency.
Under the second output area of the project, "improving the measurement of methane emissions", the project will start with a methane emissions inventory gap analysis with two main tasks: 1) identifying the gaps of the existing national methane emissions inventory; and 2) developing an action plan to address the gaps. The result of the gap analysis will primarily help to scope out the area of support to improve methane emission measurements for the priority sector. In addition, the gap analysis will identify the requirements of measurement, reporting and verification (MRV) under the Enhanced Transparency Framework (ETF).
While the preparation of the gap analysis assessment will be conducted under a consulting firm, GGGI requires assistance to conduct an independent review of the assessment output. The objective of this review is to ensure the alignment with key standards such as Intergovernmental Panel on Climate Change (IPCC) Guidelines/ United Nations Framework Convention on Climate Change (UNFCCC) requirements, and priorities for the GoI.
The waste sector is a significant source of methane emissions in Indonesia, comprises of domestic solid waste, domestic wastewater, industrial wastewater, and industrial solid waste. The AKCMM project, through Ministry of Environment's direction, has agreed that domestic solid waste is the priority focus for the AKCMM project in Indonesia. However, the gap analysis assessment will also consider the other waste sub-sectors, as well as energy and agriculture sectors. The inclusion of these additional sub-sectors and sectors will be determined following further engagement with relevant stakeholders.
OBJECTIVE OF THE ASSIGNMENTThe multi-sector methodology expert, hereinafter referred to as "Consultant," will assist GGGI with the following objectives:
To conduct a comprehensive review of the methane emissions inventory gap analysis documentation prepared by the consulting firm, and ensure compliance with relevant requirements and stakeholder priorities
To engage and coordinate with GGGI team and MoE to plan the review process
To provide technical inputs to guide GGGI in designing the scope of work related to "MRV support under the Enhanced Transparency Framework (ETF)".
The key activities for this position are:
1) Engagement
Engage with MoE, particularly the Directorate of GHG Inventory and MRV (Dir. GHGI MRV), to understand their needs and priorities for improvement of methane emission measurement. The Consultant is required to facilitate discussion and secure constructive feedback from the Directorate to ensure strong ownership
Identify any critical issues or key risks to consider in developing the action plan. The risks include, but are not limited to 1) data availability and quality risks, e.g., limited or outdated activity data, lack of disaggregated data, inconsistent data collection, poor archiving of historical data; 2) institutional risks, e.g. fragmentation of responsibilities, poor coordination with sub-national governments, weak institutional mandates, 3) technical capacity risks e.g. insufficient technical expertise to apply Tier 2/3 methodologies, lack of QA/QC protocols, limited capacity to use models or tools,
Attend and actively participate in a series of stakeholder consultations organized by the consulting firm, including an introduction meeting with MoE. in-depth interviews, focus group discussions (FGDs), a validation workshop, and a final workshop. The specific sessions to be attended should be selected in consultation with GGGI. However, the Consultant is required to participate in at least three in-person sessions, with all associated travel costs to be covered by the Consultant.
2) Review of methane emissions inventory gap analysis
Conduct a comprehensive review of the draft of the action plan prepared by the consulting firm. The review should assess its alignment with relevant standards and protocols(e.g., IPCC Guidelines and UNFCCC requirements) and ensure that its reflects the GoI priorities,
Draft review findings and recommendations into a concise report.
3) Technical input to inform the scope of works for MRV support under ETF.
- Provide technical recommendations to guide GGGI in defining scope of works related to MRV support under the ETF. Specifically, the Consultant will propose technical work components to be incorporated into subsequent ToR, ensuring alignment with MoE priorities.
4) Others
- Provide necessary technical input on the work to develop a methane reduction plan. The input includes, but is not limited to, the emission baseline and the emission reduction projection scenario.

The consultant will report to MRV Officer and coordinate closely with the consulting firm dedicated to the work on Gap Analysis of Methane Emissions Inventory in Indonesia. Deliverables will be reviewed and approved by the Project Manager.
EXPERTISE REQUIREDA Master Degree in environmental science/engineering, climate change, or other relevant studies,
Eight (8) years of experience working in relevant topics such as methane emission management and methane emission reduction project development,
A strong understanding of methane emission calculation methodology in the 2006 IPCC Guidelines and the 2019 Refinement,
Proven knowledge of the national GHG inventory framework under UNFCCC and sector-specific MRV system,
Strong network and relationship with the Directorate(s) in MoE that is responsible for MRV,
Demonstrated experience in the preparation and compilation of national GHG inventories,
Proven active engagement with the national MRV team and GHG calculation methodology is desirable,
Prior experience working with international development programs, including familiarity with their operations,
Excellent verbal and written communication skills in English and Bahasa Indonesia.
