The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.
The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

**Responsibilities**
- This position is assigned within the ASCC Monitoring Division of the ASEAN Secretariat, and under the guidance of the Head of the ASCC Monitoring Division. The Project Officer will provide technical, administrative and coordination support to the development of the ASCC Post-2025 Results Framework and Baseline along with its related activities. Reporting to the Senior Project Officer, the Project Officer shall be responsible for the following deliverables:
**1. Development of the ASCC Post-2025 Results Framework**:
- Assist in the designing, planning and conduct of consultations with SOCA, ASCC Sectoral Bodies and relevant stakeholders on the development and finalisation of the ASCC Post-2025 Strategic Plan Results Framework;
- Coordinate closely with the relevant ASCC Divisions, Sectoral Bodies and ASCC Focal Points as well as cross-pillar Focal Points on the development of the ASCC Post-2025 Results Framework including ad referendum consultations, and relevant meetings and other activities;
- Assist in the designing, planning and conduct of the Regional Workshops including facilitating the establishment and maintenance of networks of resource persons and providing administrative and logístical support; and
- Assist in facilitating SOCA and other sectoral bodies’ meetings related to the ASCC Post-2025 Results Framework.
**2. **Development of the ASCC Post-2025 Baseline Study**:
- Support the conduct of data collection and compilation as well as carrying out desk research on the ASCC Post-2025 Key Performance Indicators including mapping of data sources;
- Coordinate with ASCC Sectoral Bodies, ASCC National Secretariats, ASCC Divisions, and other ASCC stakeholders on the conduct of the baseline study;
- Support the designing and planning, and managing of inception workshops, regional forum and other activities that are related to the baseline; and
- Support the development of the inception report, baseline report, and other materials including information, education and communication materials such as infographics, pamphlets, and video presentation.
**3. Facilitate and support public outreach, advocacy, and stakeholder engagement**:
- Provide support in the development of outreach materials, analytical papers/briefs, and other knowledge management products and manage the distribution of the knowledge products; and
- Assist in coordinating engagements of the ASCC Post-2025 Strategic Plan RF and Baseline activities with ASEAN Member States and broader stakeholders (e.g., dialogue partners, international organisations, industry, think tanks and civil society).
**4. Provides general administrative and logístical support to the ASCC Monitoring Division**:
- Assist in the management of logístical support in the project, including, but not limited to, travel arrangements to attend project meetings and activities in compliance with the ASEC Financial and Administrative Rule and Procedure ("AFARP");
- Support communications with all stakeholders, including producing presentations, reports, and press releases;
- Prepare periodic progress reports, including programmatic and financial outputs, as required by donors and/or sponsors;
- Maintain all administrative, personal as well as general office files; and
- Assist ASCC Monitoring Division with all other relevant tasks as assigned.
