Background
Unemployment in Indonesia is at record high levels due to COVID-19, with a disproportionate impact on informal and service workers, women, and youth. By the end of 2020, Indonesia’s open unemployment rate surged to 7.07%, almost 2% higher than the previous year’s rate and its highest level since 2011 with a total of 9.77 million people unemployed by August 2020, 37.61% higher than the previous year. COVID-19 has also deepened Indonesia’s gender inequality, with unemployment disproportionately affecting women, since most are employed in sectors especially vulnerable to the pandemic, such as retail, hospitality, or garment. Even before the pandemic, only 54% of working-age women were active in the labor force compared to 82% of working-age men, and this rate has been relatively stagnant for the last 20 years. Women in Indonesia are also more likely to be in low-paid jobs when in full-time contracts, and less likely to be employed in managerial positions. Youth are also particularly vulnerable. Even before the COVID-19 pandemic, young people were already 4 times more likely to be unemployed than the adult population. The Indonesian youth unemployment rate was already at 18%, which is doubled the unemployment rate of the total population.

Role Purpose

In view of the above, the M &E coordinator will be hold responsibility to ensure that the project M&E framework is in place, functional and utilized to gather evidence on how well specific project are on track to achieve their impacts. This position will also be held responsible for labour market analysis focusing on MSMEs market to support.

Dimensions of the Role
The post holder reports to Project Manager.
Coordinate the M&E framework development and MER support
Liaise with Project Manager to supervise and provide oversight of the work of M&E consultants and partners, to ensure linkage to YPII YEE M&E framework and Plan International standards and guidelines for Programming and Influencing.
Play a key role in ensuring timely monitoring and evaluation on programmes and projects, coordination of monitoring activities and baseline data collection and submission of YPII quarterly and annual report.
Develop and supervise the execution of related research on the project
Ensuring the quality of MER Products in relation with the project activities
Represent YPII in exchange of information and community of practice forums and events at National, Regional and Global level as requested by YEE Program Manager.
Unless there are specific activities for M&E, this position does not have budget portfolio to manage.

Accountabilities
Monitoring and Evaluation and Research Supports the development of Project M&E framework and Indicator Tracking Table (ITT), liaise and coordinate with Project Manager to ensure that Project M&E Framework, ITT and quarterly as well as annual plan are in place based on the Project Detailed Implementation Plan (DIP), provide support and mentoring as necessary to achieve this to Project Team. Leads the development of monitoring and evaluation plans as well as MER tools of the project, ensuring quality of baseline data and research result, availability of risks registry, monitoring activities and evaluability criteria as per project theory of change, gender transformative approach, CS4 and Plan International Area of Global Distinctiveness (AoGDs). Conducts and/or provides support to project monitoring activities as requested by Project Manager, including support to select M&E consultants and provide mentoring to implementing partners. Works under the technical supports from Research and Knowledge Management (RKM) Specialist/Manager to provide oversight to project research tools and analysis for M&E. Develop and supervise the implementation of labor market study in relation with identifying market that is relevant with the course graduates, evaluation survey and any other related research to support project implementation, monitoring and evaluation Support the utilization of MMIS as Plan Indonesia MER digital platforms

Quality Monitoring and Evaluation Reporting Collects and coordinate data collection required for timely submission of M&E reports of the project for CO quarterly and annual report to Regional and Global Hub, Donors and NOs. Supports and provides inputs for the projects and humanitarian response’s data collection and analysis for donor reporting. Ensures the utilization any IT-based platform for M&E is well developed and functional to generate timely report

Knowledge Management and Outreach Provides capacity building and mentoring for Project Staff on M&E, focusing on quality of data collection and tools to capture change to monitor/track programme and project impacts to reach project output, outcome and impact.
