Our client is a global mining and metallurgy company. Due to business expansion from a joint venture project, we are currently partnering them to look for a Site Buyer to kickstart a greenfield project based at Halmahera Island in Indonesia.

**Responsibilities**
- Responsible for writing, coordinating and compiling all the documentation necessary for the project/investments with regard to purchasing
- Implements the purchasing strategy and associated processes and procedures
- Ensures that the objectives are met, that potential problems and risks are identified, and that preventative and corrective measures are taken
- Responsible for the entire project/investment purchasing lifecycle, from defining the purchasing dossier to closing the project/investment
- Guarantees efficient purchasing processes throughout the lifecycle of the projects/investments in his/her scope
- Integrates "Design to Cost" and TCO (Total Cost of Ownership) methodologies in the project
- Identifies and secures critical path elements through specific supplier/contractor commitments
- Negotiates with contractors and aligns incentives (especially for EPC/EPCM)
- Oversees the management of claims with contractors
- With the concerned project manager/teams and the purchasing manager, defines key performance indicators for the purchasing/investment project (actual external spending vs. budgeted external spending, on-time delivery, quality, etc.). Achieves or exceeds targets
- Provides supervision, training and assistance as required to the suppliers involved in the project/investment
- Draws up reports
- Guarantees compliance with directives and procedures
- Ensures the effective and correct use of purchasing management systems, and document management systems
- Ensure efficient consulting with the user, and negotiation with supplier, timely place order, and closely follow up with schedule management
- Responsible for relevant documents review, for instance, the purchase contract, invoice, and etc., and responsible for coordinating the incoming inspection and dealing with the quality claims.
- Follow up the payment and invoicing in line with the agreed schedule.

**Requirements**:

- Bachelor in engineering or business administration
- Relevant experience as Project Buyer 3 years in large project environment (>500M$) with large and complex industrial capital projects
- Diverse international experience, specifically in working with Western Owners, Chinese engineering / construction contractors and equipment suppliers
- Knowledge of Microsoft software
- Bahasa Indonesian, and Fluent English is a must as you are expected to work closely with local counterparts
- Ability to work in a multi-cultural environment
- Excellent communication skills, both oral and written
