SECO and UNDP’s Green Commodities Programme (GCP) have been working together in Indonesia since 2015. The main goal of this collaboration is to bring about systemic changes in Indonesia’s palm oil sector, which is crucial for the country’s economy and the livelihoods of millions of smallholder producers. However, this sector has also led to severe deforestation of Indonesia’s tropical rainforests. The partnership is based on the belief that the problems facing the sector are too complex for any single actor to solve alone, and that a collaborative approach is needed to form a shared vision for the future of the sector. If this collaboration enables the Indonesian government to make significant progress in developing the sustainable palm oil sector and addressing this development challenge, systemic change is a long-term goal. The project, now in its third phase, aims to continue efforts to achieve sustainable production, building on the work of the past two phases and aligning with the priorities set in the 2021-2024 SECO Economic Development Cooperation Programme around social and environmental sustainability of palm oil production.
UNDP’s collaboration with SECO in Indonesia, complemented by the GEF-6 funded Good Growth Partnership working at national and subnational levels (in 3 provinces and 3 districts), allowed the establishment of a full-fledged national multi-stakeholder dialogue process through the Indonesian Palm Oil Forum (FoKSBI in Bahasa Indonesia). Under the leadership of the government, FoKSBI has united multiple agencies of the government, private sector, NGOs, business associations, and smallholder associations to develop a common strategy and an action plan - the National Action Plan for Sustainable Palm Oil (NAP SPO), legalized in 2019 - to foster a sustainable palm oil industry
in Indonesia. Recently, this process has transitioned towards a NAP Implementation Team (NAP IT), with the mandate to coordinate the implementation of the NAP SPO. The dialogue process has been a novelty in the country where there is little tradition for constructive multi-stakeholder processes and is currently being expanded into the 26 palm oil-producing provinces. Led by the Coordinating Ministry of Economic Affairs, this effort gathers 14 Ministries and non-state actors around sustainable palm oil, which remains one of the key governmental priorities for the first palm oil country producer of the world.
The third phase of this project will look at going one step further by consolidating the established governance mechanism around sustainable palm oil, including establishing a model to guarantee its sustainability. It will also facilitate a renewed commitment from stakeholders to transform the palm oil sector towards sustainability, including through alignment of public resources for sustainable palm oil and the facilitation of private sector partnerships. Additionally, it will support the roll out of the NAP at subnational levels through knowledge and lessons sharing between provinces and districts, and shape the next phase of the NAP SPO. If phase 1 supported the establishment of a multi-stakeholder mechanism and development of the NAP SPO, and phase 2 enabled the NAP SPO implementation, the third phase will support the further facilitation of the NAP SPO roll out and guarantee the sustainability of this instrument and related multi-stakeholder governance mechanism.
