Facility Manager - Cluster (Soft Services Lead)
**Job Description Summary**
This role will work closely with the Global Asset & Facilities Management CoE Lead to maintain, review, and evolve the processes and playbooks and to deliver the Asset Lifecycle Management Plan and all capital projects.
This role will be accountable for the scope of Facilities Management services under the contract that are delivered onsite and will collaborate with internal stakeholders to ensure all related financial, compliance, regulatory requirements and KPI’s are met or exceeded.
This is a people leadership role and will work with the Global Operations Lead and Site Operations Leads to recruit, onboard, engage, retain, performance manage and train all people within the Facilities Management team in their remit.
**About Your Role**:
- Plan and define the individual and/or bulk items of work by the appropriate professional disciplines and specialists.
- Prepare regular facilities management and status reports.
- Develop strategies for contract supply chain appropriate to the works involved and where necessary manage the preparation of suitable tender specifications and documentation for sub-contractors or service providers.
- Oversee cost and budget estimation, including the preparation of Schedules of Rates as required to supplement the existing one, calling and evaluation of quotations and make recommendation for client’s acceptance.
- Oversee and manage contract services process, e.g., selection of sub-consultants and sub-contractors, tender invitation, tender evaluation, tender award recommendations and letting contracts.
- Supervise cost control, including provision of monthly financial reports on the progress claims on works done for different properties by the different sub-contractors.
- Management of multi-disciplinary team of sub-contractors including those appointed by the client to achieve all the performance targets set under the contract.
- Act as the ad-hoc specialist to advice client to improve existing service delivery.
- Manage and carry out feasibility studies in specific problem areas that may arise within the facilities.
- Manage and monitor all the sub-contractor’s performance to ensure quality and the workflow to be in accordance to the SOPs and procedures set up for the facilities
- Implement and hold regular meetings with the management of sub-contractors for maintenance and other services for the facilities and monitor their progress,
- Address issues arising and ensure compliance with contractual obligations and SOPs.
- Represent the client to address any stakeholders/tenant/occupant issue that arises.
- Organise, co-ordinate and control the FM team and sub-contractors.
- Collate and manage all technical specifications, O&M documentation, drawings and compile all maintenance programs from all sub-contractors. Track and monitor the maintenance programs by using the appropriate software and spreadsheets.
- Manage emergency and ad-hoc repairs, breakdowns and troubleshooting. Provide technical support and attendance where necessary and act as an Authorised Person. Manage and act as the co-ordination point between the various subcontractors and/or Vendors.
- Oversee the health and safety management. Ensure Permit
- to-Work (PTW) is approved and proper submission of all risk assessment reports by all sub-contractors, including those appointed by the Board, before the works are executed, proper filing of the reports and implement inspection and spot checks to ensure compliance to risk assessment by the sub-contractors.
- Ensure the smooth day-to-day FM operations; and
- Any other functions necessary for effective operations of the facilities or as directed.
**About You**:
- Diploma in Mechanical/ Electrical Engineering, Building/ Facilities/ Real Estate Management or equivalent
- 7 years of relevant work experience in high rise building environment
- Possess strong M&E knowledge.
- The ability to manage Hard and Soft FM Services
- Good written and communication skills
- Experienced in staff management/ leading a team.
