**Project Description**

**Position **Summary & Job Purpose**:
We are recruiting an experienced, proactive, and dynamic Off-Grid Business Development Analyst to be responsible for supporting Off-Grid business activities for SINAR project. This is based in Jakarta and reports to the Director of Energy Procurement and Sustainable Finance. Learn more about SINAR project here.

**Position responsibilities**:

- Supporting tasks and activities related to Off-grid business development. Activities included but not limited:

- Development planning for activities (work plan, terms of reference, scope of work), implementation of the planned activities, delivering technical outputs, managing deliverables, and monitoring outputs.
- Examples of technical outputs are research and/or literature reviews on off-grid business models and technology, a pre-feasibility study, an economic and social assessment of the targeted area, and front-end engineering design.
- Identifying key variables for exercising off-grid business model. The variables are location, champions in subnational government, project sponsors, investors, financiers.
- Producing reports (studies, policy memo, assessment, analysis)
- Conducting training capacity building
- Facilitating events and discussions.
- Providing advice to counterparts.
- Support engagement with key stakeholders related to off-grid business development (subnational government, PLN regional, Bappenas, and related ministries).
- Support Director Energy Procurement & Finance in producing SINAR project reporting administration.
- Support Director Energy Procurement & Finance in other areas as needed.
- Support the senior management in the design, development and implementation of the Work Plan requested by the client.
- Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:

- Monitoring & Evaluation plan
- Quality Assurance Surveillance Plan
- Work Plan
- Weekly & Bi-weekly reports
- Quarterly Progress report
- Yearly report
- Final report
- Supervise the development of Terms of References, SOW, Job Description, or any technical work description necessary for SINAR to hire subcontractor, consultant or employees related to the Objective 3 work.
- Support all budgetary exercise necessary for the project.
- Will be part, on demand, of all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of Objective 3.
- Will comply, and will ensure his team comply with any administrative, operational, and logístical procedures, processes, and requirements.

**Essential KSAs required (experience, skills, educated, certification, etc.)**:

- Bachelor’s degree and have relevant educational background: engineering, applied sciences, business administration, project management, international development, economics.
- Three to five years’ of experience and/or exposures in development of rural off-grid projects, development of renewable energy projects, involve in rural development activities.
- Strong knowledge and/or understanding of policies and regulation off-grid business, institutional arrangements for off-grid business, existing examples on off-grid projects (funded by donors, government, and philanthropies).

**Valued but not required KSAs**:

- Indonesian national
- Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation).
- Proven track record of assistance in feasibility studies, power purchase agreements, construction, and commissioning.
- Familiarity with current Indonesian government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
- Have knowledge and/or understanding energy poverty, base-of-pyramid (BoP) approaches, gender and inclusive development, Public Private Partnership (PPP) mechanism, public funding available for off-grid.
- Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations.
- Familiarity with USAID procedures and practices for quality control, including monitoring.
