A Cost Control Officer for an EPC (Engineering, Procurement, Construction, and Installation) project manages project budgets, forecasts, and expenditures to ensure projects stay within budget and meet objectives. Key responsibilities include preparing budgets, monitoring actual costs, analyzing variances, managing change orders, reviewing contracts, preparing cost reports, and collaborating with project teams and stakeholders to control costs and prevent overruns throughout the project lifecycle.

Job Responsibilities

+Budgeting and Forecasting: Develop, track, and manage the project budget, including cost breakdowns aligned with the work breakdown structure (WBS).

+Cost Monitoring: Collect and consolidate actual costs, comparing them against budgets and forecasts to identify discrepancies.

+Cost Analysis & Reporting:Perform cost variance analysis and produce regular cost reports, including expenditure phasing, for project management and stakeholders.

+Change Management: Manage the change control process and assess the cost impact of proposed changes.

+Contract Administration: Review and monitor contractor agreements, validate invoices, and ensure all project costs are properly recorded and approved.

+Procurement & Vendor Management: Collaborate with procurement and vendors on bid analysis and ensure costs are managed effectively.

+Risk Management: Implement strategies to prevent cost overruns and ensure target costs are met.

+Audit Support: Maintain supporting cost documentation for financial audits.

+Systems Management: Assist in the implementation and maintenance of cost control systems, such as SAP.

Collaboration:
Work closely with project managers, estimating teams, and contractors to coordinate costs and scope.

Key Skills and Qualifications

+Education: A Bachelor's degree, ideally in a related field like Economics.

+Experience: Proven experience in project cost control, particularly within the EPC or construction sectors.

+Technical Skills: Proficiency in MS Office, cost control software (like SAP or Primavera), and potentially data visualization tools (like Power BI).

+Analytical Skills: Strong analytical skills to perform cost variance analysis and evaluate financial data.

+Communication & Collaboration: Excellent communication, negotiation, and interpersonal skills for effective collaboration with various project stakeholders.

+Project Management Knowledge: Understanding of the full EPC lifecycle and project management principles.
