SCOPE OF WORK Learning Paper on Sponsorship Program for Rapid Nutrition Determinant Causal Analysis including Social Inclusion

Location: Jakarta – if needed, will be required to travel to West Sumba and Central Sumba

Background / Latar Belakang

Save the Children Indonesia (SCIDN) has implemented the Sponsorship Program in West Sumba (since 2014) and Central Sumba (since 2015) in partnership with local governments and civil-society organizations, including Perkumpulan Stimulant Institute (PSI) and Yayasan Wahana Komunikasi Wanita (YWKW). The program covers six thematic areas: 1) Maternal and Child Health; 2) Basic Education; 3) Early Childhood Care and Development (ECCD); 4) School Health and Nutrition (SHN); 5) Adolescent Development; and 6) Child Protection

After ten years of implementation, the program is approaching its phase-out stage (2025– It is therefore critical to consolidate evidence, document lessons learned, and develop a sustainability and transition roadmap that ensures the continuity of outcomes by local governments and partners.

To support this process, SCIDN will commission one external consultant to produce learning paper focusing on Rapid Nutrition Determinant Causal Analysis including Social Inclusion. The study will contribute to the organizational learning agenda, inform future Sponsorship programming, and guide a structured phase-out process.

Objective of the Assignment / Tujuan Penugasan

The overall objective of this consultancy is to generate actionable evidence and learning to inform the transition and phase-out of the Sponsorship Program in Sumba.

Specifically, the assignment aims to:

  • assess how Sponsorship interventions have addressed social inclusion and equity for marginalized populations.
  • analyze how social inclusion factors—such as gender, disability, poverty, and remoteness—interact with underlying nutrition determinants and influence malnutrition outcomes.
  • generate actionable insights that inform program design, targeting, and advocacy efforts aimed at improving nutrition equity and inclusion.
  • strengthen understanding of contextual drivers and barriers to adequate nutrition among marginalized and vulnerable groups.
  • develop learning paper on findings and recommendations.

Scope of Work / Lingkup Tugas dan Tanggung Jawab

To synthesize existing evidence on equity and nutrition outcomes under the Sponsorship Program, identifying who has benefited, who has been left behind, and why, through participatory approach and desk review and secondary data analysis (quantitative and qualitative).

Key Tasks:

  • Conduct a qualitative study through participatory approach and desk review of available internal and external documentation, including Sponsorship annual reports, baseline/endline studies include quantitative and qualitative data, evaluations, and assessments, Thematic studies on gender, disability, child protection, livelihoods, and health, National nutrition surveys, DHS, MICS, SMART, or other secondary data sources.
  • Map and synthesize evidence thematically according to the inclusion/nutrition frameworks.
  • Identify data gaps, inconsistencies, and opportunities for further investigation.
  • Produce a synthesis report with key findings, evidence tables, and actionable recommendations.
  • Present key findings to the Sponsorship and Technical teams for validation and discussion.

Required Qualifications and Experience / Kualifikasi yang Dibutuhkan

Interested consultants will be required to submit an Expression of Interest in line with the provided template, which should demonstrate adherence to the following requirements.

  • Designing and conducting review assessments.
  • Conducting research/study/assessment in the field of Child Protection and Health and Nutrition.
  • Leading socio-economic research/study/assessments or consultancy work in Indonesia that is sensitive to the local context and culture, particularly child rights, gender equality, ethnicity, religion and minority groups and/or other factors.
  • Conducting ethical and inclusive research and/or baseline and midline involving children and children participatory techniques.
  • Conducting ethical and inclusive research and/or baseline, midline involving marginalised, deprived and/or vulnerable groups in culturally appropriate and sensitive ways.
  • Managing and coordinating a range of government, non-government, community groups and academic stakeholders.
  • Report writing and presentation skills.
  • Academic qualification & technical expertise.
  • Advanced degree in public health, nutrition, social sciences, or development studies.
  • Proven experience in conducting desk reviews, evidence syntheses, or program evaluations.
  • Demonstrated knowledge of social inclusion and/or nutrition frameworks (e.g., UNICEF, WHO, or DFID frameworks).
  • Excellent analytical and writing skills.
  • Excellent data management and quantitative and qualitative analytic using STATA or other data analysis software.
  • Experience with Sponsorship programming or community-based development preferred.
