Scope of Work

Background / Latar Belakang

Save the Children has implemented long-term Sponsorship programs in West Sumba and Central Sumba since 2014 and 2015 respectively, in collaboration with local governments and community-based partners. Over the years, the program has worked to improve children's well-being through six thematic areas—maternal and child health, basic education, early childhood development, school health and nutrition, adolescent development, and child protection. As the program moves toward its phase-out stage, Save the Children Indonesia (SCIDN) seeks to ensure the sustainability of outcomes and effective handover to local partners and authorities.

To support this transition, SCIDN recognizes the need to review and strengthen the business processes that underpin program implementation, coordination, and partnership management. The review aims to identify current practices, challenges, and bottlenecks that may affect the sustainability and institutionalization of program interventions within local government systems. This process will also help clarify roles, decision-making flows, and accountability mechanisms across stakeholders.

Given the scope and technical nature of this work, SCIDN will engage an External Collaborator (EC) with relevant expertise in organizational and process analysis. The EC will provide independent insights, facilitate consultations, and develop actionable recommendations to improve the efficiency and alignment of business processes with SCIDN's sustainability strategy and the local government's operational context.

Objective of the Assignment / Tujuan Penugasan

The objective of this assignment is to generate evidence and practical insights that will inform the planned phase-out of Save the Children's Sponsorship Program in West and Central Sumba. Specifically, the review seeks to assess the alignment of core business processes—including program planning and design, MEAL, technical support, capacity building, sustainability planning, and communication and reporting, with the Global Sponsorship Theory of Change and Save the Children Indonesia's Country Strategic Plan (2025–2027). The assignment also aims to identify barriers and capacities of local governments in sustaining integrated interventions, and to develop a roadmap and practical recommendations to strengthen local ownership and program sustainability. Additionally, the review will capture lessons learned to inform both Save the Children Indonesia (SCIDN) and the Global Sponsorship Office (GSO) for future programming and sponsorship transitions.

3. Scope of Work / Lingkup Tugas dan Tanggung Jawab

The consultant will undertake the following tasks:

  • Conduct a desk review of program documents (reports, agreements, internal policies/relevant SOPs), and pertinent external policies.
  • Map the current Sponsorship Program business processes, including program planning & design, community mobilisation and participation, MEAL strategy and implementation, sustainability planning, technical support and capacity, implementation and delivery.
  • Undertake fieldwork and consultations with key stakeholders, including local government officials, community partners, program staff, and beneficiaries.
  • Identify barriers, enabling factors, and capacity gaps in sustaining Sponsorship Program interventions.
  • Develop practical recommendations and a roadmap for transition and sustainability.
  • Facilitate a validation workshop with SCIDN, local partners, and stakeholders.

Required Qualifications and Experience / Kualifikasi yang Dibutuhkan

  • Academic qualification & technical expertise
  • Master's degree minimum in management, sociology, public policy, developmental psychology, development, or education.
    Documented research experience (- 3 years) in multi-sector program evaluation, which includes at least two of the following interventions/strategies (WASH/health, child protection, basic education, public policy)
  • Evidence of relevant publications or donor reports (peer-reviewed articles, working papers, or evaluation reports)
  • Field experience in Remote Areas & Cross-Cultural Works (experience in working with the community in Sumba is preferable)
  • Demonstrated understanding of the integrated SDG framework
  • Proficiency in mixed-method data analysis
  • Commitment to deliver the report by December 2025

  • Conducting ethical and inclusive research and/or baseline, midline involving marginalised, deprived and/or vulnerable groups in culturally appropriate and sensitive ways
  • Managing and coordinating a range of government, non-government, community groups and academic stakeholders
  • Report writing and presentation skills
