1. Background / Latar Belakang

The Girls Unstoppable (NONA HEBAT) program supported by the LEGO Foundation is a program that aims to strengthen the environment that can protect girls from any violence, build their potential as a girl, and identify various possibilities to change gender norms and eliminate stereotypes. In the implementation of the program, Save the Children Indonesia collaborates with Pulih Foundation as the Implementation Partner to run the program in 30 Elementary Schools in East Jakarta (DKI Jakarta) and Sanggar Suara Perempuan Foundation for implementation in 30 Elementary Schools in Kupang Regency (NTT).

Prior to completing two years of implementing the "Girls Unstoppable" project, Save the Children Indonesia will conduct an endline evaluation to assess and measure the result of the implementation and also the study will propose corrective actions needed for the project implementation in Nusa Tenggara Timur and DKI Jakarta. This study will be conducted after all program activities have been completed and focuses on assess the project's achievements, measure progress toward the intended outcomes, and identify lessons that will inform future programming. In line with the project's commitment the endline evaluation will apply a Gender, Disability, and Social Inclusion (GEDSI) lens to examine whether the project has effectively reached and empowered the most marginalized girls, including those with disabilities.

  2. To measure and gather evidence of achievements of the project interventions, including changes in children lived experience, particularly girls related to gender norms, access to play, and decision making (agency) power.

  3. To compare results achieved with baseline data and project targets/achievement reached in two years of intervention according to project indicators.
  4. To explore relevance, effectiveness, efficiency, impact/outcomes, and sustainability of key intervention activities (refer to OECD evaluation criteria).
  5. To generate lessons learned and recommendations on effective, strategic, and replicable activities and or approaches for the possible upcoming project.
  6. To analyze barriers and enablers in Kupang and Jakarta contexts and develop actionable recommendations for improved implementation and learning.
  7. To answered or response to the Global Learning Agenda of the Girls Unstoppable-LEGO project.

Scope of Work / Lingkup Tugas dan Tanggung Jawab

The endline study will focus on assessing the changes, outcomes and impact resulting from the project interventions implemented in East Jakarta and Kupang District. It will serve to compare the current situation with the baseline findings and evaluate the program using the OECD framework in achieving its intended objectives. Specifically, the endline study will cover:

  • Assessment of changes in the condition of girls and their surroundings (including children previously out of school) in East Jakarta and Kupang District, focusing on improvements in gender equality, child protection mechanisms, and access to play and participation opportunities.
  • Voices and lived experiences of girls and boys (aged 10–13 years, upper primary school level, grades 4–6) who participated in the program, capturing how and why their perspectives, confidence, and agency have or have not evolved since the intervention.
  • Feedback from key stakeholders—including teachers, community facilitators, parents, and relevant actors—from the 60 targeted schools (30 in Kupang District and 30 in East Jakarta), to assess changes in knowledge, attitudes, and practices related to gender equality, girls' rights, and safe, inclusive learning environments.
  • Comparison with baseline findings to identify measurable progress, persistent challenges, and lessons learned that can inform future program design and policy advocacy efforts.

Required Qualifications and Experience / Kualifikasi yang Dibutuhkan

  • Academic qualification & technical expertise
  • Designing and conducting assessment and endline using in development setting
  • Conducting research and/or eva luation in the field of education and child protection
  • Leading socio-economic research, evaluations or consultancy work in Indonesia that is sensitive to the local context and culture, particularly education and child protection issue

Conducting ethical and inclusive research and/or evaluation involving marginalised, deprived and/or vulnerable groups in culturally appropriate and sensitive ways

  • Demonstrated experience in applying playful and child led approaches in research or evaluation contexts, preferably within child rights or education programs.
  • Demonstrated familiarity with participatory and child friendly methodologies to ensure meaningful engagement of children and adolescents.
  • Conducting child-participatory research involving children in age-appropriate ways and following ethical standards
  • Managing and coordinating a range of government and non-government.
  • Extensive experience of theories of change and how they can be used to carry out evaluations
  • Report writing and presentation skills

There is a high expectation that:

  • Members (or a proportion) of the evaluation team have a track record of working together.
  • A team leader will be appointed who has the seniority and experience in leading complex evaluation projects, and who has the ability and standing to lead a team toward a common goal.
  • The team has the ability to commit to the terms of the project, and have adequate and available skilled resources to dedicate to this evaluation over the period.
  • The team has a strong track record of working flexibly to accommodate changes as the project is implemented.
