PATH has been working to support the advancement of health equity in Indonesia through technical partnerships since the 1980s. Our current portfolio in Indonesia includes work to support healthcare providers and communities in preventing and responding to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities.

PATH is seeking a District Monitoring and Evaluation (M&E) and Quality Improvement (QI) Associate for the Primary Health Care (PHC) Transformation in Indonesia Project, based in Keerom District, Papua Province. The project aims to strengthen cadre skills, promote the use of digital tools, and improve telehealth services between communities, cadres, and Puskesmas doctors, with a strong focus on gender inclusion. This position will contribute to the rollout of integrated community health cadre initiatives by supporting the day-to-day coordination and execution of robust M&E and QI activities to ensure effective, timely, and high-quality project implementation. It will also foster continuous learning by documenting evidence and insights to inform scale-up efforts. The District M&E and QI Associate will report to the National Monitoring, Evaluation, and Learning (MEL) Specialist. Responsibilities:

  • Carry out project M&E and QI activities in Keerom District, with oversight and guidance from the National MEL Specialist.

  • Implement processes to collect, manage, and analyze data (quantitative and qualitative) in line with project monitoring and learning activities.

  • Apply project validation and other tools to ensure the quality and accuracy of project data being collected for reporting and analysis.

  • Support the roll out, use, and troubleshooting of digital data collection tools (via mobile app, CMS dashboard) used by cadres and puskesmas staff, and contribute to rapid data review and feedback processes to improve program performance.

  • Work with the National MEL Specialist in developing data visualizations and simple dashboards to present district-level project outcomes for cross-learning among partners and stakeholders.

  • In close coordination with the Keerom District Coordinator and Program Officer, collaborate with district stakeholders on initiatives to strengthen data use for program optimization and share learnings and findings from project data analyses.

  • Access and capture district health data, including data related to workforce, digital, financing, and gender indicators, for use in relevant project analyses.

  • Support use of key project learnings to inform evidence-based advocacy initiatives related to policy and financing to support health cadres and digital tools.

  • Work with the National Program Officer and MEL Specialist to integrate gender considerations across project district-level M&E and QI activities, including all assessments.

  • Provide inputs for donor reports and project updates.

  • Perform other relevant duties as needed and requested.

Required Qualification and Skills:

  • Bachelor's degree in public health, statistics, social sciences, or a related field, with minimum 1–2 years of relevant experience in M&E, data analysis, or data management. Fresh graduates are welcome to apply

  • Demonstrated experience conducting quantitative and qualitative data collection and analysis (mixed methods preferred).

  • Strong understanding of Indonesia's primary health care system, especially community-level services and familiarity with digital tools for community health data.

  • Strong organizational and time management skills.

  • Excellent interpersonal, communication, and teamwork abilities.

  • Proficiency in Bahasa Indonesia; English proficiency is an advantage.

  • Skilled in Microsoft Office (Excel, Word, PowerPoint);

  • Skills and experience using data visualization or analysis software is a plus.

  • Applicants must be a current resident of Papua Province (only individuals who reside in Papua Province are eligible for this position).
