Job Purpose

The Project Monitoring Division Head is responsible for ensuring effective financial control, monitoring, and closing of projects. This role focuses on budget control, cost realization, margin protection, and timely project closing, ensuring all projects are delivered in accordance with approved budgets, contractual requirements, and internal controls.

Key Responsibilities
  • Lead and manage the Project Monitoring Division with a strong focus on budget control and project financial performance.
  • Monitor approved project budgets versus actual costs and identify variances, risks, and potential overruns.
  • Develop and implement project cost control systems, including cost tracking, forecasting, and reporting.
  • Ensure accuracy and completeness of project financial data, including BOQ, cost breakdown, and variation orders.
  • Coordinate closely with Project, Procurement, Finance, and Operations teams to ensure cost efficiency and compliance.
  • Oversee project closing activities, ensuring all technical, commercial, and financial documents are completed and approved.
  • Ensure timely submission of project closing reports, customer acceptance documents, and billing readiness.
  • Review and validate project profitability, margin realization, and final cost reconciliation.
  • Provide regular reports and dashboards to Management on project financial performance and closing status.
  • Identify improvement opportunities to strengthen project monitoring, cost control, and closing processes.
Requirements
  • Bachelor's degree in Engineering, Finance, Accounting, or a related field.
  • Minimum 8–10 years of experience in project monitoring, project control, or project finance, preferably in telecom or infrastructure projects.
  • Strong expertise in budget control, cost monitoring, and project closing.
  • Solid understanding of project contracts, commercial terms, and cost structures.
  • Proven leadership experience managing teams and cross-functional stakeholders.
  • Strong analytical, detail-oriented, and problem-solving skills.
  • Excellent communication and reporting skills in English.
  • Proficient in project monitoring and financial reporting tools.
Preferred Qualifications
  • Experience handling large-scale or multi-project portfolios.
  • Background in telecom infrastructure projects (e.g., rollout, colocation, dismantle).
  • PMP or similar project management certification is a plus.
