We are seeking an experienced Head of Quantity Surveyor to lead and oversee all cost management, procurement, and contract administration activities for our data center projects. This role requires deep expertise in Mechanical, Electrical, and Plumbing (MEP) systems, combined with strong leadership skills to guide a team of quantity surveyors and ensure cost efficiency across both CAPEX and OPEX. The ideal candidate will have a proven track record in critical infrastructure sectors such as data centers, hospitals, or large-scale industrial facilities.

Key Responsibilities

  • Lead the Quantity Surveying function, managing a team responsible for all cost estimation, procurement, and contract management for data center projects.
  • Develop and oversee strategic cost plans, budgets, and forecasting for MEP works across both capital and operational expenditure.
  • Review, interpret, and validate technical drawings, specifications, and design documentation to ensure accuracy in Bills of Quantity (BoQ).
  • Collaborate with cross-functional teams (design, engineering, operations, and project management) to ensure alignment on scope, budget, and schedule feasibility.
  • Oversee tendering processes, including vendor prequalification, bid evaluations, and contract award recommendations.
  • Direct cost and price analysis, ensuring robust technical and commercial negotiations with vendors and subcontractors.
  • Establish and enforce best practices in procurement, from bid comparison to purchase order issuance, coordinating with legal and contracts teams where necessary.
  • Monitor and approve contract variations (VOs), cost claims, and extension of time requests, ensuring proper documentation and risk management.
  • Provide high-level reporting and budget status updates to senior management and project stakeholders.
  • Drive continuous improvement in cost control processes, benchmarking, and supplier performance evaluation.

Requirements

  • Bachelors degree in Mechanical or Electrical Engineering, or related field.
  • Minimum 8 years of progressive experience in Quantity Surveying for MEP-intensive projects, including at least 5 years in a leadership role.
  • Proven experience in data center projects or other high-risk, mission-critical infrastructure (e.g., hospitals, industrial plants).
  • In-depth knowledge of MEP systems such as HVAC, generators, UPS, fire protection systems, and associated controls.
  • Proficiency in cost estimation and project control tools (e.g., AutoCAD, Excel, CostX, or equivalent).
  • Strong understanding of lifecycle cost analysis, Total Cost of Ownership (TCO), and cost optimization strategies.
  • Exceptional leadership, negotiation, and stakeholder management skills.
  • High attention to detail, strong analytical mindset, and ability to work under tight deadlines.
