Public Affair Manager (PAM) is to assist Public Regulatory and Affair Manager (PRAM) to deliver the ambition by:

- Proactively seeking for opportunities to improve the fiscal and regulatory environment and protect our license to operate as well as commercial freedom.
- Building positive reputation for Multi Bintang Indonesia and desired image of alcohol/beer category in society through strategic and sustainable campaigns/initiatives.
- Establishing and managing relationships with key government officials (technical levels), NGOs, grassroots/communities, the media and other relevant stakeholders as per communication matrix developed by PRAM.
- Executing Public Affairs strategy, campaigns and tactical activities.
- Developing and managing the communications strategy of the industry association (GIMMI).

**Key Responsibilities**:

- **Public Affairs & Issue management**.
- Monitors, analyses, interprets and tracks the development of discourses or issues in politics, economic and social arena in the country and other relevant regional and global markets with direct and indirect impact to business or commercial priorities/industry (including but not limited to draft alcohol law, excise, tax stamps and license to operate i.e. production licenses).
- Provides insights and proposes innovative solution to manage any implications for Multi Bintang’s / and industry’s regulatory environment.
- Support PRAM to develop a clear, prioritized and funded one year roadmap for public affairs agenda and advocacy plan including industry narrative.
- Creates a clear, prioritized and funded one year roadmap for public affairs agenda and manages the implementation of actions to address key risks and market opportunities.
- **Government / Stakeholder engagement**:

- Maps out key stakeholders and strategically assists to engage them with clear/measurable engagement objectives; i.e. influence regulators and the political decision making process on alcohol regulations/excise roadmap.
- Builds and maintains relationships with government officials at technical level i.e. KaSubBag, KaSie or as per communication matrix set up by PRAM.
- Initiates and develops programs to leverage government engagement to meet certain Public Affairs objectives (including engagement programs for key gatekeepers at relevant govt bodies i.e. media relations officer, admins, secretary, protocols, etc.)
- **Alliance Building**:

- Maps and identifies right allies and also opponents based on specific issues being dealt with;
- Creates alignment and partnerships that can strengthen network of advocates/ ambassadors/influencers;
- Participates in social chatter, grassroots communities across relevant industry groups to gather insights on public issues that can potentially be beneficial AND / OR harmful to alcohol/beer image or industry.
- Build and maintain dialogue with influential industry lobby groups, customer groups/business partners, associations, community leaders, grassroots communities NGOs and media to gain insights/supports/obtain feedbacks about Opco/industry.
- Proactively finds opportunities to work closely with other industry players in ensuring common issues faced by the industry are escalated to the Government stakeholder.
- **Regulatory shaping, Advocacy & Campaigning**:

- Assist to plan, develop and execute alliance building/advocacy/campaign strategies. Activities/programs, ie. Grassroots engagement (traditional traders, local distributors/wholesales), breakfast meetings/lunches, brewery visits, community gathering and
- In collaboration with Communications team, develops and drives communications plan, editorial calendar and communications assets/toolkits for the overall public affairs and advocacy efforts targeting both internal and external audience.
- Build network with key media, create and drive proactive media plan for the interest of the company reputation and brands.
- Ensures that HEINEKEN has robust data, analytics, measurement and social listening tools in place to plan, track, and evaluate successful advocacy efforts / public affairs campaigns.
- **Systems**:

- Manages optimal use of SharePoint for all works undertaken by PRAD, including for the purpose of internal collaboration;
- Manages a regular public issue tracking process; identifying, analysing and tracking public issue in support of MBI’s defence and attack areas;
- Stakeholders’ contact management database: developed, maintained, updated;
- Key Stakeholders’ profile database management: developed, maintained, updated.
- Stakeholder engagement management: developed, maintained, updated.
- Responsible for ensuring the stakeholder relations documents are updated and easily accessible for CA on SharePoint (file share system) and for CA Directors and CA’s stakeholders on CAD Site.
