OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office continually improves its administrative efficiency in managing financial and human resources in a results-oriented and transparent manner. This is crucial for the organization to deliver appropriate technical assistance to the Government. The objective of the Programme is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. Within this framework, activities include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO technical cooperation programmes at the country level. WHO needs the services of a national professional officer to provide management and operational support to MOH in order to reduce the human exposure to AI and other EID.

DESCRIPTION OF DUTIES

Under the direct supervision of Technical Officer (Avian Influenza) and overall guidance/ management of the Team Leader - WHE and WHO Representative to Indonesia, the National Professional Officer shall:
1. Assist in the Implementation of the National Strategic Plans for avian influenza and other epidemic and pandemic preparedness plans through providing support to project design, management, and monitoring and evaluation and ensure effective liaison and coordination with the MOH and other stakeholders to meet deliverable and reporting deadlines and achieve the objectives of the project.

2. Develop project documents, facilitate administrative arrangements, and ensure progress and financial reports are created and submitted on time as required by donors.

3. Support the development and delivery of surveillance and response related training programmes and workshops, including development of curricula and training materials.

4. Assist MOH in preparing and organizing meetings and workshops and to coordinate with other WHO offices and UN agencies as required and provide technical and administrative support.

5. Contribute to emergency health operations and incident management system as and when necessary.

6. Contribute to the Country Office website and social media in the area if avian and pandemic influenza and emerging infectious diseases.

7. Attend and provide support to meetings as required with MOH, UN partners, local and/or international NGOs and donors.

8. Undertake any other activities as may be requested by the WHO Representative.

REQUIRED QUALIFICATIONS
Education

**Essential**: A university degree in medicine, public health, nursing, or animal health.

**Desirable**: Masters or postgraduate degree in epidemiology, preventive medicine or public health.

Experience

**Essential**: At least two (2) years of experience in communicable diseases or one health. Experience in capacity building, programme planning, implementation, and monitoring of health projects. Understanding of preparedness and outbreak response.

**Desirable**: Previous work with international organizations or UN agencies is an advantage.

**Skills**:Knowledge of programming in EID; knowledge in programme planning, implementation and monitoring; knowledge in financial management and budget preparation.
Excellent organizational and analytical skills complemented by sound skills.
Proven ability to plan, conceptualize and execute ideas.
Capacity to prepare budgets and financial expenditure reports and to draft project documents in English and in Bahasa Indonesia.
Ability to work and produce results under tight deadlines and to develop innovative approaches.
Ability to communicate in a credible and effective way and clearly in both oral and written forms.
Ability to work harmoniously within a team, ability to adapt to diverse cultural environment and to maintain high standard of personal conduct.
