**Program Overview**

The Bali Climate and Green Development initiative believes that fostering the agency and leadership of the local government and broader segments of society is key to ensuring that the climate neutrality agenda remains strong and becomes a way of life and pathway for development, regardless of national and local political transitions. It will require concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our main targets in this project consist of local government, especially in the field of energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While most of them have already had a common understanding of the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and make an action.

World Resources Institute (WRI) Indonesia has co-designed a multi-year program for Bali Climate and Green Development Initiative with our partners in Bali, to demonstrate how a rapid, province-scale effort with a focus on energy decarbonization and climate solutions can benefit local people, the economy, and the environment, while at the same time providing a strong foundation for the province’s climate neutrality by 2045 and contributing to national climate targets. This project’s theory of change is adapted from the program to ensure synergy and collaboration between partners to achieve our overarching goal.

The Project Operations Specialist will provide technical and administrative support to the implementation of the Bali Climate and Green Development Initiative from many aspects such as project management, financial management, grants, and budget management. In relation to administration/general support services, a Project Operations Specialist will be supported by a project assistant.

This post will report directly to the Senior Lead, Bali PMO, and work closely with Project Operations Senior Lead in the Jakarta Office. The post holder will be based in Bali with high travel frequencies around Bali. The Project Operations Specialist is required to complete his Covid-19 booster vaccination.

**What You Will Do**
- Responsible for the general and financial administration of the Bali PMO (i.e. reimbursement request, vendor payment, partner contracting or sub granting, etc.).
- Conduct Bali PMO’s budget monitoring to provide insights on budget allocation, disbursement rate, budget forecasting, budget shortfalls, and program progress.
- Assists implementing partners in contract or sub-grant management, from grants or contract preparation, approval, and close-out process including building partner capacity within operational areas.
- Review payment requests for vendor invoices, reimbursement, and cash advance to be submitted to the finance to ensure compliance with organization and donor regulations.
- In coordination with Project Operations Senior Lead in the Jakarta Office prepares the budget plan for activities and is responsible for the timely and accurate disbursement of funds in accordance with WRI Indonesia's financial and procurement procedures.
- Prepare and execute the turnover documentation and develop interim and final financial reports in coordination with Operations Unit.
- Ensure that journal entries in the system are correct (account code, the amount charged, etc) to produce good-quality of financial reports.
- Conduct procurement of the Bali PMO - prepare procurement plan and conduct procurement activities for the program including canvassing.
- Manage the projects’ budget, including budget tracking, budget monitoring, budget planning, and budget allocation in coordination with the Senior Lead, Bali PMO, and Project Operations Senior Lead in the Jakarta Office to assure the deliverables/outputs of the projects are met.
- Coordinate with other multiple stakeholders and provide advice on budget management and reports.
- Supervise Project Operations Assistant to provide general support in project activities implementation and conducted in accordance with WRI Indonesia’s related policies and procedures.
- Support Project Operations Assistant to organize administrative papers works related to the projects (i.e. agreements, contracts, work authorizations, and purchase orders).
- Ensure smooth day-to-day operations of the PMO Office in Bali.

**What You Will Need**

**Education**:
Master’s degree in a related field, preferably with coursework in accounting/business, supply chain and logistics, and corporate sustainability.

**Experiences**:
Minimum five years of professional working experience in a relevant field, with project management and implementation as well as financial management experience. Experience in managing philanthropy funds is desirable. Experience with Balinese culture and customs is a plus.
