**What we are looking for**:
We are looking for consultant final evaluation who expected to provide insights on how the theory of change has worked so far and identify what worked well as best practices and what did not work well. The findings and analysis of this final evaluation should offer recommendations to project implementer about strategic area or approach for future interventions. This evaluation result will be used as a reference to improve program development on gender justice in Indonesia context.

**Scope of Work**:

- Submit proposal that detailing the methodology, data gathering method, proposed budget, proposed workplan to conduct the final evaluation study.
- Recruit, train and manage final evaluation study teams including enumerators
- Propose tools to be used in the evaluation study, including sampling frame and quality control scheme and discuss the suggestion with Oxfam in Indonesia
- Supervise the data collection including permission to conduct the evaluation study, informed consent from individuals and organization taking part in the evaluation study
- Coordinate with _I-WIL _project team & implementing partners especially during the field data collection
- Collect, compile and analyses all data (gender, disability inclusion and age group disaggregated) gathered and develop a final report on the final evaluation study results (including all findings and statistics).
- Present the findings to Oxfam and partners for internal learning & feedbacks
- To keep all information provided by Oxfam in Indonesia as well as the findings of the Final Evaluation study
- Agreed to sign and applied Oxfam Safeguarding Code of Conduct

**Consultation Qualification**:

- Demonstrated experience of producing high quality and credible evaluation work (sample or summary of previous related work is required).
- Demonstrated experience in conducting gender analysis / evaluation study that includes gender perspective (required)
- Excellent understanding and have an extensive experience in managing studies on Gender including women leadership, women economic empowerment, and VAWG (Violence Against Women and Girls) (required).
- Possess equal composition of qualified academic background, knowledge, experience, and capacity to manage the final evaluation study (required).
- Excellent in report writing, both in Bahasa and English (required).
- Experience of working with participatory methodologies & analyzing qualitative data (required).
- Experience conducting quantitative data collection with digital survey tools (Survey CTO, Kobo, etc.)
- Has strong experience in writing & disseminating evaluation findings (required).
- Experience to maintain data security for evaluation purpose and ensuring data protection requirement in place (required).
- Experience to maintain safeguarding protocol to manage data collection process is meet with safeguarding aspect in properly manner (required)
- Excellent knowledge & familiarity of the study areas: NTT and NTB (preferable).
