Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia’s Law.

The Health Systems (HS) Team Leader/Advisor oversees project formulation and evaluation, joint programming initiatives and national development frameworks on women centered post-abortion care, contraceptive care and comprehensive care for sexual/gender-based violence survivor. S/He ensures effective management of Yayasan IPAS Indonesia activities in the areas of Health System Strengthening.

The HS Team Leader/Advisor lead the technical leadership on the development, implementation and monitoring of health system strengthening activities in the project/programs within Yayasan IPAS Indonesia. S/he works closely with the Indonesia Ministry of Health (MOH) and its counterparts at the province and district levels to ensure the quality of care in Reproductive Health services for women and girls in Indonesia. The position shares knowledge on technical innovation, lessons learned, and best practices across regional/country teams, technical staff, and with external partners. The position works to guide and manage the team, ensuring implementation of quality health systems activities, aligned with Ipas’s organizational strategies, standards and goals.

The HS Team Leader/Advisor work under the coordination and supervision of the Program Manager and will work closely with the other staff and units within the Yayasan IPAS Indonesia.

Summary of Responsibilities

Planning
- Oversees project formulation and evaluation, joint programming initiatives and national development frameworks on women centered post-abortion care, contraceptive care and comprehensive care for sexual/gender-based violence survivor
- Design and Develop Health System Strengthening strategy of Yayasan IPAS Indonesia, in closed collaboration with Program Manager and Director
- Reviews the political, social and economic environment (Sustainable Ecosystem) and pursues opportunities for Yayasan IPAS Indonesia’s assistance and intervention
- Provides technical and programmatic oversight, strategic direction, and support to implement health systems (HS) strengthening and quality improvement (QI) activities; develop HS & QI framework for use by partner districts and health facilities
- Coordinates and oversees the works of health experts or consultants in defining desired health outcomes and developing an action plan to achieve outcomes
- Promotes partnership, synergy and strategic alliances with key stakeholders, including Government (in particular with Ministry of Health and National Family Planning Agency and their counterparts at local level), health professional associations, universities/academicians and civil society
- Participates in advocacy and resource mobilization efforts of Yayasan IPAS Indonesia, by ensuring preparation of relevant documentation e.g. health data, project summaries, conference papers

Management
- Lead the planning, implementation, and monitoring of HSS focused projects in Yayasan IPAS Indonesia
- Monitors progress of health systems work, including analyzing service delivery data; identifies issues and trends and works with partners to develop solutions to address challenges and improve service delivery
- Coordinate the implementation of HSS strategy in the organization. This includes but not limited to manage the piloting of comprehensive SRH service for women and girls in health facilities, mutual and progressive partnership with health authority at central level (MoH) and medical professional association
- Provide technical advise related to health system strengthening or innovation to other team members and/other unit in the implementation of Yayasan IPAS Indonesia’s programs

M&E
- Ensures the creation and documentation of knowledge as part of sharing knowledge on technical innovation, lessons learned, and best practices across to external audience, within Yayasan IPAS Indonesia and/ within Ipas Impact Network
- Support MEAL team to develop Monitoring framework and to design evaluation which can capture the progress/achievements/lessons learnt of HSS interventions
- Reinforce the peer review process, including sharing lessons learned and best practices adopted, to continually bridge performance gaps

Finance:

- Oversees budget development of proposed project/programs related to Health System Strengthening
- Coordinate with the finance team to monitor Budget vs Actual (BvA) performance under her/his responsibility. This includes the performance of external consultant
- Collaborate with the National Program Manager on conducting regular monitoring of balance between program achievement and budget utilization
