Job Description (Roles and Responsibilities)

Indonesia is a biodiversity superpower. It is home to 10% of the world’s flowering species, 12% of the world’s mammals, and 17% of the world’s birds. This biodiversity is contingent on immense habitats, with the world’s third largest tropical forest and the world’s largest area of coral reef. Indonesia’s actions are therefore critical to maintaining global biodiversity and delivering targets under the Convention on Biological Diversity (CBD). However, according to the CBD, Indonesia’s biodiversity is threatened by habitat degradation and fragmentation, landscape changes and overexploitation.

The UK has identified climate and biodiversity loss as priorities that if left unchecked threaten the future of humanity. In Indonesia, the UK’s development programme has climate and sustainability at its core, with interest from ministers and senior officials across the UK government to forge a close partnership with the Government of Indonesia. This builds on the UK’s forestry and land use programme, the UK being one of Indonesia’s longest-standing partners in the forest and land use sector. This partnership was strengthened at COP26, with the UK affirming its long-term commitment to cooperation with Indonesia to support delivery of its ambitious goal for its forest and land to a net carbon sink by 2030.

Within that context, the purpose of this job is to consolidate and grow the UK Embassy’s work to support the Government of Indonesia’s biodiversity and nature ambitions and priorities.

The role-holder will be expected to:

- Lead engagement on **Indonesia’s biodiversity priorities and plans**, including to understand where the UK and Indonesia can partner most effectively on sustaining Indonesian biodiversity.
- Establish relationships with biodiversity leads in the Government of Indonesia, particularly within the Ministry of Environment and Forestry (KLHK). Understand their priorities and positions for the **biodiversity COP15** (December) and future CBD COPs. Support engagement between KLHK and Defra to share positions and increase likelihood of a successful CBD COP. Maintain relationships post-CBD COP to implement outcomes and build better partnerships on biodiversity internationally.
- Lead engagement with Indonesia on programming elements of **finance for nature** and biodiversity, working closely with policy leads in the low-carbon finance team, setting out where support can be most effectively deployed and delivered. Work with Indonesian institutions to access public nature finance
- ** Mainstream biodiversity thinking** throughout the UK mission, and set out where biodiversity impacts related UK priorities, such as the Forest, Agriculture & Commodity Trade (FACT) Dialogue, the Glasgow Leaders’ Declaration on Forests and Land Use, the Glasgow Climate Pact, the UK-Indonesia Partnership Roadmap and Indonesia’s G20 Presidency.
- Ensure **embassy-wide programming** (particularly our FOLU and climate programmes) takes biodiversity and nature into account throughout the programme process, including funding, impact, results and evaluation, in line with the broader economic case for investment in nature.
- Ensure **UK biodiversity-related programming led from HQ** supports Indonesia’s biodiversity priorities. Lead engagement on the Darwin Initiative (biodiversity grant finance) and the International Wildlife Trade Challenge Fund (IWT grant finance), ensuring Indonesia is a beneficiary, that programmes deliver results and impact, and that UK support is recognised by Indonesian stakeholders.
- Provide expert **technical advice** on biodiversity, forests and sustainable land use, nature and their links with sustainable finance, economic development, gender and social inclusion. Maintain a good understanding of key policy developments.
- Provide **flexible support**, including programme management support where relevant, to the wider Low Carbon Development Group and British Embassy Jakarta as needs evolve.

Essential qualifications, skills and experience
- At least 7 years experience working in biodiversity, environment, forestry, conservation, nature finance or related fields. Strong technical background in those areas, including proven track record of delivering complex projects in those fields in Indonesia.
- A strong biodiversity-focused network within Indonesia, including with the Government of Indonesia and with relevant non-state actors.

Language: Bahasa Indonesia and English. The working language of the British Embassy Jakarta is English.

Level of language required: Fluent written and spoken communication.

- Experience in international fora and working with international governments and institutions.
