ExeLearn, the ASEAN Secretariat’s e-learning platform, has been developed to provide an online learning platform to facilitate continuous learning for staff and enhance their capacity to discharge their duties more effectively. This e-learning platform aims to serve as the organizational knowledge hub for individual staff to access learning materials for self-development and track individual learning progress and achievement.

This e-learning platform needs to be further enhanced and e-learning materials/courses need to be developed and populated into this platform.

To achieve the project objective “Enhanced ASEAN Regional Integration E-learning Programme is available to all, any time”, ASEC, with support from the Japan-ASEAN Integration Fund (JAIF), plan to : (i) enhance and expand the features and functionalities of the current e-learning platform so that this facility will not only serve as an online learning platform for ASEC staff, but also for the public who are interested in knowledge about ASEAN regional integration and cooperation; (ii) enable the platform to link with other learning facilities in Indo-Pacific region where ASEC has cooperation with, in term of human development and capacity building; and (iii) develop courses related to ASEC’s core technical competencies to facilitate ASEC staff’s continuous learning to discharge their duties effectively and courses on ASEAN regional integration and cooperation.

In alignment with the ASEAN 2025 and Key Aspirations of the three ASEAN pillars of Political Security Community, Economic Community and Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals for the position of **E-learning Programme Coordinator**. This position will be supported through the JAIF Management Team (JMT).

**Responsibilities**

**Qualifications**
- Reporting to the Project Director/Director of Corporate Affairs Directorate, he/she is expected to deliver the following:
1. Assess the current ExeLearn system including the hosting platform, features, functionalities and available courses at the beginning of the project and conduct a structured learning visit to an organization that has a well-established learning management system such as the ADB Institute to learn about its eLearning features, functionalities and how the system developed.

2. Develop Terms of Reference for “Enhancing and Expanding features and functionalities of ASEAN E-learning Platform” and process an open tender to select a qualified service provider for the project;
3. Facilitate an inception meeting to provide basic information to project stakeholders (CCAD and technical divisions of ASEC and JAIF) on the objectives, expected results, work plan, monitoring plan and visibility plan;
4. Design and implement assessments to measure learning outcomes including developing quizzes, exams and other evaluation methods and analyze assessment results to improve each course effectiveness.

5. In close consultation with the Director of Corporate Affairs, ensure that the development of e-learning tools and materials are innovative and attractive to learners.

6. Conduct quality assurance of all deliverables of the E-learning Platform Enhancement Project.

7. Work with E-Learning Courses Developer and ASEC’s Technical Divisions in developing ASEAN E-Learning Syllabuses and Curricula and upload and update e-learning courses/modules.

8. Solicit feedback and comments from learners as well as collaborative organizations and improve the course information and its features.

9. Carry out about six regional missions to establish relationships and cooperation with like-minded organizations in ASEAN countries and potential partners in the Indo-Pacific region.

10. Carry out promotional activities like socialization/demonstration sessions and present the ExeLearn to the public via the ASEAN Website and social media.

11. Together, with other members of the L&D Team, act as administrators of ExeLearn and provide Helpdesk services to internal and external learners.

12. Monitor the project implementation, conduct mid-term review and facilitate the external end-of-project evaluation.

13. Prepare tendering documents and financial transactions.

14. Administer the Project’s budget.

15. Follow up and work closely with ASEC’s relevant Divisions on any matter related to the project.

16. Write and submit annual reports and the final report.

17. Perform other relevant tasks as assigned by the Director of Corporate Affairs.
