Under supervision of the Lead Director, Government Relations, and in cooperation with the Board of Directors of the Utah Alliance, the Director, State Alliance - Utah is responsible for managing the Alliance, including development and implementation of the Alliance strategic plan; managing and monitoring state Alliance grants; developing new sources of state funding and statewide projects and programs, managing fiscal oversight and administration; marketing the Alliance; and participating in the legislative process and related efforts and state funding efforts in support of the Utah Alliance of Boys & Girls Clubs. This position is based upon continued funding, which is reviewed each year.

- Ensure the effective operation and delivery of programs within the Utah Alliance of Boys & Girls Clubs.
- Provide oversight of all state funded programs in support of the Utah Alliance of Boys & Girls Clubs.
- **Hire, train, supervise, evaluate and develop assigned staff according to BGCA’s policies and procedures, consulting with the Lead Director and appropriate Human Resources staff as indicated.**:

- Provide leadership in the development and implementation of the Utah Alliance’s strategic plan, in collaboration with the BGCA Vice President, Government Relations, GR Director and the Alliance Board.
- Provide daily management of the Utah Alliance of Boys & Girls Clubs.
- Establish and monitor adherence to Alliance-related policies and procedures.
- Identify and evaluate opportunities for improvement and implement plans for improvement.
- Enhance, disseminate, collect and report all financial and program management requirements for funds received.
- Develop and implement a regular means of communication on key Alliance actions for local Clubs and Boards.
- Maintain day-to-day Alliance business processes to include financial reporting, dues collection and reporting, distribution of funds, and by-law requirements etc.
- Ensure active participation by Alliance board members and support effective Board roles and functioning. Facilitate Board functions, including Board development activities, Board and committee meetings, trainings/retreats and communications to ensure that Board Members are provided with the information and support necessary to fulfill their objectives.
- Develop, implement and monitor the Alliance's annual budget.
- Implement administrative and operational systems to support effective operations.
- Identify, develop and implement new sources of state funding in collaboration with the Alliance Board, local Clubs and Boys & Girls Clubs of America Including opportunities to leverage private sector investments that benefit Clubs in Utah.
- Develop and maintain positive relationships with key State Government Officials.
- Work with the Alliance Board and local Clubs to develop statewide projects and programs.

**Duties and Responsibilities continued**:

- Provide support and appropriate input to the Board of Directors through board meetings and regular communication.
- Participate and assist in program development, policy determination and management decisions of the Utah Alliance.
- Work closely with the Lead Director, Government Relations, BGCA and other key national staff to invigorate and strengthen the government relations activities taking place at the state level.
- Develop and implement an Alliance Advocacy Plan to educate and bring awareness to key state officials.
- Monitor, interpret, and disseminate information (through research and personal contact) on policies and actions of state government that impact local Boys & Girls Clubs.
- Assist the Lead Director, Government Relations in other related special projects as assigned.

- Adhere to organizational policies and procedures as described in BGCA's Employee Handbook, Ethics Policy and elsewhere.

Qualifications:
**EDUCATION AND EXPERIENCE**
- Bachelor’s degree or education/experience equivalency.
- Minimum five years of experience or equivalent generating and managing significant state government and private funds, advocating on youth and family issues, analyzing legislation, and building relationships; experience in the management, administration and operation of a Boys & Girls Clubs or similar organization.
