Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM missions in the world working on a wide range of activities in partnership with the Government of the Republic of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.

IOM Indonesia aims to ensure quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. The programme supports refugees through healthcare, education, basic needs, as well as to contributes to the increased protection of vulnerable subgroups, such victims of sexual and gender based violence, among others, through referral mechanisms involving the active participation of specialized state and non-state service providers. It also contributes to supporting them with the eventual sustainable pathways. The Health Care unit implements the provision of quality health care and services to migrants with a focus on the refugee care activities under the RCA.

Under the direct and functional supervision of Chief Migration Health Officer (CMHO), and administratively reporting to the Head of Batam Office, and working closely with the Refugee Care and Resource manamagement units, the National Migration Health officer (NMHO) will provide health assistance, and carry out activities under the RCA, including the case management, in line with the Programme requirements and IOM policies, standards and commitments.

- Maintain and strengthen a referral system and manage a quality assured primary care clinical consultations for beneficiaries under IOM care in and made necessary arrangements with secondary and tertiary care facilities for medical referral of migrants while respecting IOM procurement and financial procedures and regulations.Ensure that mechanisms are established for urgent health assistance where requested by the local authorities or due to migrant’s specific vulnerability, and for completing baseline health needs assessment for all migrants within 10 working days of being endorsed under IOM care;
- Ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles and includes a diverse set of services which includes health education/health promotion concerning prevailing health problems including the methods of preventing or controlling them; support and advice on a safe food supply and proper nutrition, adequate supply of safe water and basic sanitation; provision of maternal and child health care; provisions for reproductive health services including family planning; immunizations against the major infectious diseases and adherence to expanded immunization coverage for children and young adults; prevention or control of locally endemic diseases; appropriate level of primary care clinical consultations, treatment of common diseases and injuries and access to secondary and tertiary medical care as appropriate including mental health services;
- Provide tailored services through case management for refugees including implementation of care management for those with additional vulnerabilities; coordinate access to adequate psychological/mental health treatment, including social and clinical counselling services, closely working with the CHMO; undertake regular visits to the beneficiaries;
- Provide support, supervision and guidance/advice to Healthcare Unit staff on dealing with daily operational challenges in providing primary clinical care services and in facilitating for preventive care and accessing secondary and tertiary care services as needed;
- Undertake monitoring of Health care provisions provided to beneficiariesunder IOM care through regular reporting and provide bi-weekly updates on issues with regard to access to health services for migrants and provide monthly reporting on service provisions to the CMHO in a timely manner;
