**Deputy Chief of Party - USAID/Indonesia HIV/AIDS Flagship Activity**

Palladium seeks an experienced Deputy Chief of Party (DCOP) for an anticipated five-year USAID-funded HIV/AIDS Flagship project to accelerate the Government of Indonesia’s progress in achieving and sustaining HIV epidemic control by 2030 with a focus on optimizing access, quality, and delivery of services, particularly for key populations.

*This is a proposal position and is contingent upon award from USAID.*

**Primary Duties and Responsibilities**:
Under the supervision of the Chief of Party (COP), the DCOP/Technical Advisor leads technical aspects of the project in compliance with USAID and Palladium rules and regulations to achieve project objectives. Illustrative responsibilities include supporting the Chief of Party with strategic leadership and oversight to the activity. Serving as a member of the senior leadership team of the program and supporting the Chief of Party in oversight of project staff and activities. Providing technical leadership to key project areas: HIV/AIDS prevention, diagnosis and treatment; health systems strengthening; integrated care; service delivery and quality improvement; health policy. Oversee programmatic functions as assigned by the Chief of Party. Maintaining effective and open communication throughout the project with Chief of Party, USAID, Project Director, Objective Leads, project operations teams, and other relevant stakeholders. Ensuring compliance with contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID and Palladium requirements. Providing oversight, guidance, and direction to technical staff and ensuring the strategic and functional integration of all technical areas across the project and serving as Acting Chief of Party as needed.

**Required Qualifications**:

- An advanced degree in medicine, public health, epidemiology, or a relevant field of study with a minimum 8 years of experience in managerial and operational experience, preferably in managing large donor projects involving coordination with multiple implementing partners or institutions.
- At least 6 years proven leadership in the administration of similar sized international donor
- supported programs with skills in strategic planning, management, supervision, and budgeting. Experience in a leadership position on USAID-funded projects in Indonesia is desirable. Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements is a plus.
- Experience in one or more of the related fields: HIV/AIDS prevention, diagnosis and treatment; health systems strengthening; integrated care; service delivery and quality improvement; health policy, primary healthcare, or related field.
- Experience in coordination of and collaboration with stakeholders including government agencies, NGOs, civil society, the private sector, and international donor agencies.
- Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe. Ability to respond and adapt quickly to changing requirements and competing demands.
