The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

**Responsibilities**
- This position is assigned within the ASCC Monitoring Division of the ASEAN Secretariat, and under the guidance of the ADR/Head of the ASCC Monitoring Division. The Senior Project Officer will spearhead the development of the ASCC Post-2025 Results Framework, conduct of the baseline study, design and manage public outreach and stakeholder engagement, and enhancement of the ASCC Database for Monitoring and Evaluation (ADME) System. Reporting to the Assistant Director/Head of the ASCC Monitoring Division, the Senior Project Officer shall be responsible for the following deliverables:
**a) ASCC Post-2025 Results Framework**:
1. Develop the ASCC Post-2025 Results Framework in consultation with SOCA, ASCC Sectoral Bodies, and the ASCC Divisions of the ASEAN Secretariat;
2. Design, plan and manage consultations with SOCA, ASCC Sectoral Bodies and relevant stakeholders on the development and finalisation of the ASCC Post-2025 Strategic Plan Results Framework;
3. Coordinate and liaise with relevant ASCC Divisions, Sectoral Bodies and ASCC Focal Points as well as cross-pillar Focal Points on the development of the ASCC Post-2025 Results Framework;
4. Design, plan and manage the Regional Workshops and all other activities (regional and national) that will be conducted in relation to the development of the ASCC Post-2025 Results Framework; and

5. Support the facilitation and servicing of SOCA and other sectoral bodies’ meetings related to the ASCC Post-2025 Results Framework.

**b) ASCC Post-2025 Baseline Study**:
1. Spearhead the data collection, including developing the data collection tools, conducting desk research on the ASCC Post-2025 Key Performance Indicators, mapping of data sources, data consolidation and cleaning, and data analysis;
2. Establish regular coordination with ASCC Sectoral Bodies, ASCC National Secretariats, ASCC Divisions, and other ASCC stakeholders on the conduct of the baseline study;
3. Design, plan and manage the inception workshops, regional forum and other activities that are related to the baseline; and

4. Develop a well-structured and comprehensive baseline inception workshop report, and final baseline study report of the inception report and other materials including information, education and communication materials such as infographics, pamphlets, and video presentation.

**c) Public outreach, advocacy, and stakeholder engagement**:
1. Develop outreach materials, analytical papers/briefs, and other knowledge management products and manage the distribution of the knowledge products associated with the results framework, baseline, and the ADME System;
2. Coordinate engagements and consultations of the ASCC Post-2025 Strategic Plan RF and Baseline activities with ASEAN Member States and broader stakeholders (e.g., dialogue partners, international organisations, industry, think tanks and civil society); and

3. Arrange public engagement and stakeholder consultation to ensure the popularization of the Project outputs.

**d) ASCC Database for Monitoring and Evaluation (ADME) System**:
1. Work closely with the ASCC Monitoring Division in the enhancement of the ASCC Database for Monitoring and Evaluation (ADME) System which includes the incorporation of ASCC Post-2025 Results Framework and baseline into the system, overall management of the ADME System, and maintenance of the ADME System;
2. Design, plan and manage regional workshops and ADME System related-activities;
