As part of the UK Government’s global response to the climate challenge and its commitment to help deliver the aims of the 2016 Paris Agreement, the UK Government has launched a UK PACT (Partnering for Accelerated Climate Transitions) programme in partnership with Indonesia. UK PACT is a technical assistance programme that has been established to support partner countries to accelerate their clean growth transitions and reduce carbon emissions in line with their Nationally Determined Contribution (NDC).

Indonesia is a key partner for the UK in tackling climate change and a strategic partner for UK PACT.

This new position, based in British Embassy Jakarta, will lead on the implementation of a multi-sector, multi-year, UK PACT country programme in Indonesia, focusing on cities, transportation and climate governance. This will include: developing strategy for the programme to further the UK-Indonesia climate relationship; designing a programme to best suit the Indonesia context, with in-depth scoping on areas of focus; and supervising programme implementation.

This role will be in the Low Carbon Energy and Infrastructure Team within the Low Carbon Development Group in British Embassy Jakarta but will require frequent cross-team working with colleagues across the Embassy and in FCDO headquarters in London and East Kilbride. The post holder will need to develop strong links with embassy colleagues in the Department for International Trade, Second Cities Team, COP Unit and International Climate Diplomacy Team. There is also on-going programme scoping work with colleagues in the British High Commission in Singapore.

**Roles and responsibilities**:
1. Indonesia UK PACT Scoping, Strategy Development and Programme Implementation (70%)
- Working within the embassy and UK PACT London team to develop clear understanding of the climate change landscape in Indonesia, focusing particularly on transportation and climate governance. This should include mapping existing climate activities funded by the UK and other donors, understanding partner country demand, and setting out the political, economic, and social context the programme would be operating in. An understanding of Gender Equality and Social Inclusion (GESI) issues in-country and how they interact with climate will form a significant part of any scoping or strategy work.
- Identify sectors of demand where UK PACT projects could support emissions reduction (aligned with existing programme work), to design a multi-sector UK PACT programme.
- Identify, analyse and flag policy, technological and commercial developments and risks that could influence the delivery of Indonesia-UK climate collaboration (focusing on cities and transportation and climate governance sector).
- Programme management, including but not limited to: supervision of programme delivery, supporting the programme Monitoring, Reporting, Evaluation and Learning (MREL) implementation, monitor the annual handing over to Government of Indonesia, and supporting beneficiary ownership of programme implementation.
- Lead on briefings, presentations and other reporting to UK PACT team in London on development and management of relevant UK PACT opportunities.
- Provide evidence-based recommendations on opportunities for further collaboration to senior management at the Embassy and in London.

2. UK PACT Stakeholder management (20%)
- Proactively develop, manage and strengthen the Embassy’s network of UK-Indonesia climate contacts at all levels of seniority and in all sectors, to identify capacity building and policy influencing opportunities for UK PACT and wider climate change diplomacy and programmes.
- Support the Low Carbon Development Group to deepen climate collaboration with Indonesia, at the national, provincial and local level, fostering relationships across the Government of Indonesia.
- Maintain regular and strategic communications with key stakeholders in the UK, Indonesia, and regionally, to facilitate best practice.
- Publicly represent the Embassy and UK Government as a credible interlocutor in climate related engagements.
- Ensure coordination between UK climate programmes and initiatives supported by other donor agencies, identifying opportunities for multilateral cooperation where possible.
- Proactively seek cross-team collaboration opportunities amongst Embassy teams to continue supporting a mainstreamed approach to climate change in bilateral programmes.

3. Corporate (10%)
- Play an active part in the corporate life of the Embassy

Resources: No direct management but will be expected to ensure value-for-money and best practice compliance when developing Indonesia-UK PACT strategy and supporting programme delivery.

Essential qualifications, skills and experience
