Job Summary:
The
Associate Director
will provide strategic and technical leadership for the design, execution, and monitoring of EpiC Global Health Security (GHS) activities at the country level. This role will deliver high-level technical support to national and sub-national government ministries to strengthen core GHS capacities, ensuring alignment with international frameworks and standards. As the primary technical focal point for all EpiC GHS activities in-country, the Associate Director will collaborate closely with the Country Project Director to coordinate program implementation with government counterparts, donors, and other key actors. implementation projects to strengthen outbreak preparedness and response systems. Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project, funded by the United States government, to achieve HIV epidemic control and strengthen global health security (GHS). EpiC is led by FHI 360 with core partners Right to Care, Palladium, and Population Services International (PSI)
Accountabilities:
- Serves as EpiC GHS technical lead and key point of contact for relevant topics at the country level.
- Provides technical direction to develop and lead implementation of country-specific workplans and budgets, ensuring alignment with project objectives and USG priorities and with global technical standards.
- Provide technical leadership to the country team and support the Country Project Director in coordinating EpiC GHS activities at the national and sub-national levels.
- Ensures high quality technical deliverables—including workplans, required and ad hoc reports, and success stories highlighting technical achievements—are developed, submitted and approved on schedule and within budget parameters.
- Develop and maintain strategic relationships with key stakeholders including government agencies, donors, implementing partners, and civil society organizations.
- Contribute to strategic planning processes, including country-level GHS strategy development and alignment with broader health system strengthening efforts.
- Lead efforts to build capacity of national and sub-national teams through training, mentoring, and technical assistance.
- Identify and promote innovative approaches and technologies to improve outbreak detection, response, and preparedness.
- Support integration of digital health tools and data systems to enhance surveillance and reporting.
- Liaise with emergency operations centers and relevant authorities during outbreaks or health crises.
- Responds to client requests and questions on technical matters; ensures timely drafts and submissions of consent, approvals and/or waivers.
- Ensures technical activities are designed to support EpiC's monitoring and evaluation activities; collaborates with the MEL Director to finalize and submit country-specific technical indicators and report against their progress in quarterly, annual, and other reports.
- Assesses sub awardee's performance on technical activities and directs adjustments, as needed.
- Provide subject matter expertise in one or more of the areas of focus at the country level.
- Represent EpiC at the national and subnational meetings in consultation with the Country Project Director
- Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career support.
- Collaborate and coordinate with HQ based technical team to ensure consistency, compliance and quality.
- Performs other duties as assigned.

- Comprehensive knowledge of GHS concepts and capabilities and subject matter expertise in one or more of the GHS domains (Prevention, detection and response).

Supervision Given/Received:
- Provides direct supervision to a team of Technical Advisors.
- Leads and directs staff to achieve strategic project goals, ensuring alignment with USG priorities.
- Coordinates with country based technical, administration and finance staff as well as HQ based backstops to design and implement project activities within allocated resources.
Education:
- Master's Degree in infectious diseases, or public health or its International Equivalent in diagnostics, epidemiology or other GHS domains.
- Project Management (PM) Certification preferred.
Experience:**
- Typically requires a minimum of 12+ years' experience in public health, infectious diseases, and or global health security fields.
- Typically requires a minimum of 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen and/or line management experience).
- Prior work experience in a non-governmental organization (NGO) is preferred.
- Prior work experience with USG funded projects is preferred.
- Significant experience of working with the health system in the target country.
- Demonstrated working knowledge of health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data;
Travel Requirements:
- 25% - 50% mainly in country travel
