Context:

Established in 1951, the International Organization for Migration (IOM) is a related organization of the United Nations (UN), and as the leading UN agency in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families, and their communities.

Throughout the years, IOM has gained expertise and capacity to address national and regional migration issues. Its collaboration network covers a wide range of stakeholders, including but not limited to ASEAN Member States, IOM regional Country Offices, governmental and non-governmental institutions of Indonesia, etc. The working scope of IOM has several thematic areas such as counter- trafficking and protection, disaster climate and resilience, immigration and border governance, labour mobility and social inclusion, refugee care and assistance, resettlement and assisted voluntary return and reintegration.

Under its global work on migration, environment and climate change, IOM has established the Climate Mobility Innovation Lab (CMIL), which incubates and scales innovative solutions linking climate change and human mobility, while catalyses policy, financing and cross-sector collaboration. As part of this portfolio, IOM is implementing an EU-supported regional initiative that strengthens evidence, policy, and practical action on climate mobility across Southeast Asia, with activities coordinated from Indonesia and implemented with country missions and partners in Thailand, the Philippines, Indonesia, Malaysia, and Viet Nam. The programme links risk evidence and community insights to visible field activities and policy engagement at national and ASEAN levels.

To amplify the impact of locally led climate resilience initiatives and highlight the relevance of climate migration to policy making level, IOM is building a roster of professional photographers and videographers to document project activities. The visual content produced will contribute to project communications at both country and ASEAN levels, enhance partner visibility, and support knowledge products that inform policy development and learning.

The Consultant will work under the direct supervision of the IOM Indonesia's Programme Support Officer for Climate Resilience, with the overall supervision of the Head of Mobility and Resilience Unit. The Programme Support Officer will ensure to provide timely comments on the consultant's work and address any consultant's request (i.e., additional information, contacts, etc.).

RESPONSIBILITIES

The consultant will be responsible to conduct the following assignments:

  • Pre-Production & Planning

  • Liaise closely with the project team to understand key messages, including:

    • The locally-led nature of the projects.
    • The added value of the Climate Catalytic Fund (CCF) or other activities.
    • The importance of partnerships and collaboration for climate resilience.
  • Identify and prioritize target audiences (e.g. community members, policymakers, private sector, donors, general public).
  • Develop a detailed production plan, including:

    • A shot list and storyboard for both photography and videography, ensuring a balance of community, technical, environmental, and partnership elements.
    • Proposed themes to highlight (such as local innovation, collaboration, climate action results, human stories).
    • Plan the travel itinerary to project locations to efficiently cover all required locations.
    • Ensure all necessary consent forms and ethical protocols for photographing/filming individuals, especially vulnerable groups, are prepared in advance in line with IOM standards.
  • Fieldwork & Capture

  • Travel to assigned project locations

  • Capture high-quality photos and video footage of project activities and supplemental visuals
  • Conduct on-camera interviews with project participants, partners, and beneficiaries (with signed consent).
  • Ensure all visuals are representative, inclusive, and respectful of local communities.
  • Ensure themes of resilience, collaboration, innovation, and hope in all visual materials.

  • Post-Production & Editing

  • Organize and categorize all raw materials (video clips and photographs) systematically for easy reference and future use.

  • Deliver all outputs in multiple formats (HD/4K, social media-optimized, subtitled) and ensure they are ready for use across print, web, and social media.
  • Photo Editing :

    • Professionally edit photos (e.g., color correction, exposure adjustment, cropping, retouching).
    • Deliver both high-resolution files (for print) and web-optimized versions (for digital use).
    • Apply consistent branding in line with IOM and project guidelines.
    • Video Editing :

    • Apply professional editing (e.g., color grading, sound mixing, use of rights-cleared music, graphics, subtitles/captions, and brand-compliant intros/outros).

    • Ensure storytelling emphasizes local leadership, community voices, positive impact, and IOM's enabling role.
  • Branding, Visibility, and Acknowledgements

  • Comply with IOM Brand Guidelines and relevant donor visibility guidelines, including correct logo usage, credit lines, colour scheme, font style, and donor acknowledgement.

  • Draft outputs must reflect these standards and be cleared by IOM prior to acceptance.

  • Asset Handover

  • All materials produced under this consultancy shall be the property of IOM.

  • Deliver all source assets: original raw photos/video, final exports, and editable project files if applicable (e.g., .pproj, .aep, .prproj, .psd, .ai, caption files )
  • Follow IOM file-naming & folder structure (to be provided) and embed basic metadata (creator, date, location, keywords) where possible.
  • Provide signed consent forms and a simple asset log (shot list, locations, names, notes).
  • Final delivery: a secure online transfer within 5 working days after fieldwork for review.
  • Keep a verified backup until IOM confirms receipt and integrity of all files.

QUALIFICATIONS

Experience and/or skills required

The proposed consultant(s) should have the following competence:

  • A university degree in communication, visual arts, media, internet marketing, political science, human rights, development, or a related field from an accredited academic institution and/or an equivalent combination of training and experience in visual storytelling or media production.

  • Demonstrated professional experience in filming and photographing, preferably within humanitarian, development, or social sector contexts, proven ability to capture high-quality stills and video with clean, intelligible audio, evidenced through a portfolio. Drone capability with valid licence/permits is desirable.

  • Familiarity with donor visibility obligations and ability to reflect brand/credit lines correctly in captions and end-cards. Experience working with UN agencies/INGOs and familiarity with their brand/visibility rules is desirable.

  • Proficiency with professional editing tools (e.g., Adobe Premiere Pro/Final Cut/DaVinci Resolve and Photoshop/Lightroom) and delivery in multi-platform aspect ratios, with subtitles for video.

  • Ability to embed metadata where required and supply a simple caption/log sheet mapping filenames to descriptions, locations, and consent status.

  • Demonstrated adherence to IOM ethical media practices, including use of model releases, child-safeguarding protocols, and privacy/data-protection norms.

  • Ability to travel to assignment locations in the selected country(ies), including remote areas.

  • Creative, passionate, with strong attention to detail and ability to meet tight deadlines without compromising quality

  • Language: Fluency in English verbal and written. Local language(s) for the country of assignment are highly desirable.

Required documents

The consultant will need to submit a technical and financial proposal in ENGLISH. Each submission must clearly indicate the intended area of coverage and include the following:

  • Technical Proposal with a detailed profile of consultant (education, certification, previous work experience), methodology and proposed work plan/module outlines, sample of output used in each phase and processes of implementation, and sample of previous work (photos/videos).

  • Financial Proposal listing all costs associated with one work package, in USD. In particular, the financial proposal should itemize the following:

  • Consultancy fees.

  • Travel cost estimation.

  • Any additional costs, if applicable.

General Terms and Condition

Consultants should not assign, transfer, pledge, sub-contract or make other disposition of the consultancy contract or any part thereof, or of any of the Consultant's rights, claims or obligations under the consultancy contract except with the prior written consent of the Organization, in conjunction with HRM. Therefore, only in limited circumstances, when approved in advance.

Vetted CVs will be added to the consultant roster, which serves as an internal reference tool used solely for the purposes outlined in this Term of Reference. Consultants included in the roster will be contacted for work package assignments in specific locations. The exact duration of engagement, scope of work and remuneration will be determined separately for each assignment, on the basis of the work package structure outlined above. Inclusion in the roster does not guarantee immediate or future engagement.

IOM's official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

Assignments may take place in various locations where the project is being implemented. Specific travel destinations will be outlined in each individual request for services. Applicants are expected to include estimated travel costs as part of an all-inclusive fee in their financial proposal at the time of application.

Consultant's Workplace

The Consultant is expected to work remotely (from home), with travel to designated project locations as required. Below is the list of countries for project locations:

  • Malaysia

  • Thailand

  • Vietnam

  • Philippines
