JOB DESCRIPTION – SAFETY / HSE MANAGER

Department: HSE (Health, Safety & Environment)

Report to: General Manager / Operation Director


Purpose of the Role

Safety / HSE Manager bertanggung jawab untuk memastikan seluruh kegiatan operasional dilaksanakan sesuai standar keselamatan, kesehatan kerja, dan lingkungan (K3LH), baik berdasarkan peraturan pemerintah maupun standar industri minyak & gas. Posisi ini memastikan terciptanya budaya kerja yang aman, pengendalian risiko, serta pencegahan insiden di seluruh area operasi.


Key Responsibilities

1. Kebijakan & Sistem Manajemen HSE

  • Mengembangkan, mengimplementasikan, dan mengevaluasi kebijakan, prosedur, dan SOP HSE.
  • Menjamin kepatuhan terhadap regulasi Kementerian Ketenagakerjaan, ESDM/Migas, dan standar ISO terkait (ISO 14001, ISO

2. Perencanaan & Pengendalian Risiko

  • Melakukan HIRADC / HAZOP / HAZID untuk mengidentifikasi dan memitigasi risiko.
  • Memastikan tersedianya program pengelolaan bahan berbahaya, permit to work (PTW), lock out / tag out dan sistem kontrol lainnya.

3. Audit & Inspeksi

  • Memimpin audit internal/eksternal HSE di fasilitas produksi dan area operasional.
  • Melakukan inspeksi rutin terhadap peralatan, fasilitas, dan area kerja.

4. Incident & Emergency Management

  • Melakukan investigasi insiden/accident & "near-miss" serta membuat rekomendasi pencegahan.
  • Mengembangkan & mengoordinasikan program tanggap darurat (Emergency Response Plan & Fire Drill).

5. Training & Awareness

  • Menyusun dan memberikan pelatihan HSE (basic safety, defensive driving, first aid, permit to work, dan lainnya).
  • Membangun budaya keselamatan di seluruh organisasi.

6. Reporting & Compliance

  • Membuat laporan HSE reguler untuk manajemen dan otoritas pemerintah.
  • Mengelola indikator K3LH: TRIR, LTIFR, severity rate, audit findings dan action items.

7. Leadership & Coordination

  • Memimpin tim HSE dan memastikan kolaborasi lintas departemen.
  • Mengawasi contractor safety dan memastikan vendor mengikuti standard HSE.

Qualifications
  • Pendidikan Minimal S1 Teknik (Lingkungan, Industri, Pertambangan, Perminyakan, atau sejenisnya)
  • Pengalaman Min. 8–10 tahun pengalaman HSE, lebih disukai di oil & gas, petrochemical, mining, atau heavy industry
  • SertifikasiAK3U / AK3 Migas wajib; diutamakan memiliki NEBOSH/IOSH, SMK3, ISO 45001, ISO 14001
  • Keahlian TeknisHIRADC, HAZOP, HAZID, PTW, ERP, investigasi kecelakaan, audit HSE
  • Bahasa: Bahasa Indonesia & Inggris aktif
  • Keterampilan: Leadership, komunikasi, analisis risiko, problem solving, decision making
