We are recruiting for an experienced Finance Assistant to be responsible for supporting the overall financial management and implementation of accounting control systems for USAID’s SINAR project. She/He will be involved in overseeing adherence to the project operations manual including the financial manual and USAID regulations. The Finance Assistant will assist the Finance Officer with all payment processing, accounting, and financial reporting functions in the SINAR Project Field Office.
This position will be based in Jakarta and reports to Director of Energy Policy, Planning, and Governance. Learn more about the SINAR project here.
**Position Responsibilities**:
- Conduct initial review and payment request verification and ensure all required documents are available and comply with the financial procedures and policies.
- Working closely with Procurement/Grant & Contract Officer related to vendor/ subcontractor invoices, with the Administration Officer related to travel expenses of the project team/ consultant and with Strategic Program Team related to participants travel expenses, ensures that all required documents package and processes are fulfilled and validated before the payment processing.
- Prepare Invoice Approval Form (IAF) to process the payment of vendor/subcontractor/consultant invoice and submit it to the Finance & Accounting Officer, Finance Manager for his/her review, ensure receipt and all supporting documents are attached.
- Check accuracy and processes expense reports including travel expense report and advance settlement generated by the staff to ensure that calculation, allocation, and supporting documents are correct and complete prior to be reimbursed/paid and record into QuickBooks.
- Ensure that all invoice/receipts and supporting documents of the payments are scanned and compiled for the electronic archival of financial document.
- Prepare bank payments (electronic payment) through an online-banking system and record all financial transactions into QuickBooks when the Finance and Accounting Officer is absent or leaves.
- Assist the Finance Manager and the Finance and Accounting Officer in managing USAID-SINAR taxes obligation (Tax Article 21, Article 23 and Article 4 (2)).
- Assist the Finance Manager in managing VAT Exemption as per USAID SOP and ensure the VAT exemption trackers is up to date and maintain all related files.
- Take responsibility for all aspects of petty cash.
- Receipts into and payments out of petty cash, including ensure that all transactions are recorded correctly, authorized, and fully documented.
- Prepare daily journal vouchers for both receipts and payments.
- Daily cash count and reconciliation to journal balances.
- Assist the Finance Manager in reviewing the Travel Authorization Request (TAR) to ensure the estimates expense respects TT travel policy requirements prior obtain approval from COP.
- Perform other related duties and functions as assigned.
**Essential KSAs required (experience, skills, education, certification, etc.)**:
- Bachelor’s degree in accounting/finance or equivalent with related field
- Have three to four years of professional experience in finance, accounting, or financial management.
- Knowledge of Indonesian Financial Accounting Standards (IFA), Generally Accepted Accounting Principles (GAAP), Indonesian Tax Laws and International Financial Reporting Standards (IFRS)
- Experience with enterprise accounting software (QuickBooks is a plus)
- Have a high-level of attention to detail and accuracy.
- Ability to work effectively, shift priorities, and meet deadlines.
- Have advance skill in Microsoft Office
- An energetic, forward-thinking, and creative individual with high ethical standard and appropriate professional image
- Fluency in English and Bahasa Indonesia
**Valued but not required KSAs**:
- Experience in financial management of USAID Project and knowledge of USAID operational policies and procedures (ADS) preferred.
- Familiarity with USAID procedures and practices for quality control, including monitoring.
**Physical demands & work environment**:
