The PROAKTIF Program

Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia's social protection policies and systems. A central feature of the program is that it provides support to The Community Welfare Policy Assistance Team (formerly known as TNP2K Policy team), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia's joint goals to address poverty and inequality and reduce barriers to inclusive economic growth. PROAKTIF has two outcomes, first, to facilitate The Community Welfare Policy Assistance Team (formerly known as TNP2K Policy team) in making an effective contribution to reforming and improving poverty alleviation programs; and second, to optimize The Community Welfare Policy Assistance Team (formerly known as TNP2K Policy team) performance, including in the promotion of gender equality, disability and social inclusion (GEDSI) and performance monitoring.

The Role

Under the direction of the Lead Operations, the Manager Finance will provide finance, accounting and compliance functions for the project that include recording project expenditures, participating in banking operations, forecasting project costs, analyzing and tracking expenses against the approved budget.

The Manager Finance is responsible for the financial aspects of the program, especially the due diligence process and implementing procedures, and maintaining financial records. She/he will have to ensure that all financial transactions are accountable and conducted ethically. She/he is also responsible for supporting the Lead Operations in line with the Operations Manual of the PROAKTIF Program and DT Global Finance and Accounting Policies and Procedures.

About You

It is expected that the successful candidate will possess the following:

  1. Education and experience:
  2. Proven experience in budgeting, including monitoring budget vs. actual performance.
  3. Strong ability to review and validate all costs for client invoicing, ensuring complete supporting documentation.
  4. Proficient in transaction verification and financial controls.
  5. Extensive experience in financial closing processes, including monitoring balance sheet accounts (advances, petty cash, VAT, payables).
  6. Extensive experience in payroll calculation for employees and Short Term Assignment Consultants, ensuring accurate supporting documents.
  7. Experienced in facilitating internal and external audits.
  8. Expertise in VAT reconciliation, exemption, and restitution.
  9. Ability to oversee BPJS Tenaga Kerja enrolment and deactivation processes.
  10. Hands-on experience with HRIS systems.
  11. Solid knowledge of tax regulations, holding Brevet A & B certification.
  12. Proficient in preparing BAST reports.
  13. Excellent interpersonal and communication skills, with the ability to collaborate effectively across teams.

Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) is a key focus of PROAKTIF. Applicants with knowledge or experience in GEDSI issues will be highly regarded by the selection panel. Desirable GEDSI skills and experience include:

  1. Relevant tertiary qualifications in gender equality, disability, or social inclusion.
  2. Experience in GEDSI-related policy development and gender-responsive budgeting for governments.
  3. Experience in programs promoting women's leadership, decision-making and economic empowerment.
  4. Experience and/or knowledge of disability inclusion in Indonesia.
  5. Experience in study/research/data analysis related to GEDSI and GEDSI-sensitive research methods.

Remuneration

The remuneration level at which the position is engaged is Locally Engaged Staff and will be based on the successful candidates' relevant skills and experience. This is a fixed-term position.
