EAP is a large and diverse region, ranging from the Small Island Developing States of the Pacific to Indonesia, The Philippines, and China. Despite substantial economic growth and poverty reduction, the EAP region faces significant development challenges. Growth and poverty reduction have been uneven across and within countries, institutional development needs strengthening, and most countries are having to adapt to climate change. The Bank plays a significant role in infrastructure, water, agriculture, education, health and private sector development. Fragmentation in international trade, and increasingly, population aging, are compounding the impact of the global economic slowdown. The World Bank Group is seen as a premier development institution in the Region, with a leadership role in Operations and in analytical and advisory services. 
East Asia and the Pacific Region: 
The Governance Global Practice (GGP) comprises various professional fields working on public institutions, including procurement, public sector management, governance and anti-corruption, and financial management. GGP convenes a leading group of practitioners focused on advancing pioneering practices and innovations in procurement, anti-corruption, and open government. To enhance its capacity, we seek to recruit a highly organized, energized, and experienced professional capable of operating effectively in the Indonesia and Timor Leste Country Management Unit (CMU) and the rest of the EEAR1 countries.
The East Asia and Pacific (EAP) procurement team, comprising 38 staff, Extended and short-term consultants, operates through a decentralized structure based in seven country offices. The team supports 250 active World Bank-financed operations across the EAP region, with a total commitment of $32.6 billion. The SPS will be supporting the Indonesia and Timor Leste (EAITL) country office within the EAP region which has an active portfolio of 34 operations totaling $9.8 billion. 
The Position
The World Bank is seeking an experienced professional for the position of Senior Procurement Specialist, focusing on Indonesia and Timor Leste (EAITL), with a particular emphasis on energy sector operations. Reporting to the Accredited Practice Manager for EEAR1 based in Bangkok, Thailand, the selected candidate will play a lead role in the following:

• Supporting and further developing EEAR1's procurement work program, with a focus on building good governance practices, introducing new and modern procurement approaches, and ensuring effective project delivery in borrower countries.
• Participating in and contributing to the Department's operational, analytical, and advisory activities, leveraging extensive experience in MIC and IDA countries.
• Applying advanced procurement practices and technology solutions to drive impactful results, especially in complex and challenging environments.
• Engaging diplomatically and effectively with a wide range of stakeholders, including government counterparts, multilateral and bilateral institutions, and internal Bank teams. 
Duties and responsibilities
World Bank Procurement can make a critical difference in developing EAP borrower countries by building good governance practices, introducing borrowers to new/modern procurement practices, and ensuring effective project delivery. The SPS will support and further develop EEAR1's work program in Indonesia and Timor Leste (EAITL) and in particular energy sector operations. The SPS will participate and play a vital role in the Department's operational, analytical, and advisory activities. This requires extensive operational experience in MIC and IDA countries, and considerable knowledge of and a track record of applying modern procurement practices and technology solutions. The SPS should also have diplomacy skills to effectively engage with the many stakeholders inside and outside the Bank and have demonstrated the ability to work effectively with counterparts in government and multilateral and bilateral institutions. 
The selected candidate will undertake the following tasks:
1. Works independently under the general direction of the Procurement Practice Manager. Organizes and delivers procurement services, ensuring appropriate fiduciary and quality controls and consistently applying and interpreting policy in procurement decisions. Plays a leadership role across the EEAR1 portfolio and an advisory role to clients and colleagues in handling complex procurement tasks and issues, which frequently cut across sectors and work units.  2. Develops and promotes innovative procurement approaches - especially for the Energy sector - serving as a trusted advisor on strategy and systemic issues and supporting the APM in implementing new features of the World Bank Procurement Framework. 3. Supports client countries in achieving value for money (VFM) in public procurement to enhance service delivery and development outcomes with integrity. Likewise, the selected candidate would substantially support the country's dialogue regarding the reform and modernization of the public procurement system, strengthening legal, regulatory, and institutional frameworks and building procurement capacity. 4. Contributes to the EFI's efforts in promoting Procurement integration into the EFI development agenda through procurement reform dialogue, collaborating closely with Governance sector colleagues, and professionalizing the procurement function. Makes significant contributions to the development of client country procurement systems, including supporting the assessment of systems, creating country capacity, influencing the design, reform, and strengthening of institutional capacity within borrower entities, and monitoring the reform initiatives in client countries. 5. Independently organizes and conducts reviews and quality assurance of procurement aspects of Bank documents, including Project Appraisal Documents, Legal Agreements, Quality Enhancement Review Documents, Development Policy Financing operations that require procurement input and prepares a range of procurement-related documents and reports. Contributes with other procurement colleagues across EAP and, under the guidance of the Practice Manager, ensures consistency in the procurement approach across the region. 6. Handles procurement cases subject to APM and Operations Policy Review Committee reviews and verifies that they are adequately prepared and presented for clearance. 7. Leads and participates in groundbreaking or precedent-setting missions and plays a crucial role in developing innovative, practical approaches to procurement while simultaneously dealing with complex policy and operational issues at the regional, country, and sector levels. 8. Ensures the use of technology solutions and AI tools, e.g., procurement dashboard, Systematic Tracking of Exchanges in Procurement (STEP), to track exchanges with the clients and performance of critical fiduciary metrics covering the operations portfolio and the unit's work program deliverables. 9. Plays a significant role guiding and mentoring staff on the application of best procurement practices and in establishing a framework and approach for knowledge dissemination. This is a critical contributor to the design of professional and operational training for Bank staff and borrowers.

Selection Criteria


• Master's degree with a major in a relevant field (e.g., Engineering, Law, Procurement, Finance, Business, or Commerce) or equivalent academic and experiential qualifications relevant to this position.
• Minimum of eight (8) years of relevant professional experience in procurement and contract management, preferably in the context of MIC and IDA countries.
• Excellent oral and written communications skills in English, independently preparing a variety of written outputs and editing technical reports.
• Knowledge and specialized command of all significant facets of Bank procurement policies and practices as applied across a wide range of Bank lending operations at all phases of the project cycle and ability to address broader issues at the sector/country level.
• A sound understanding of the concepts, principles, and practices governing World Bank procurement, with the ability to translate concepts into operational work, including but not limited to VFM, sustainable procurement, strategic sourcing, market analysis, contract management, etc. Experience preferred in the Energy sector.
• Knowledge of institutions and procurement reforms in Borrower's countries, preferably in the context of MIC and IDA countries.
• Ability to deal sensitively in a multicultural environment and build effective working relations with clients and colleagues.
• Good understanding of critical linkages and relationships among clients' business drivers, business operations and objectives, and Procurement processes.
• Excellent interpersonal skills, flexibility, and ability to work in teams in a multicultural environment.
• Ability to deal sensitively and diplomatically with internal/external contacts at all levels; work independently, prioritizing work, taking the initiative, and solving problems; adapt to changing business needs by continuous learning/training.
• Recognized ability to exercise sound judgment in handling confidential and sensitive information.
• Demonstrated ability to function under time pressure and handle multiple tasks in a fast-paced environment of changing priorities, with initiative and resourcefulness.
• Excellent administrative and organizational skills and attention to detail.
• Knowledge of technology skills, particularly in AI applications, Word, Excel, and PowerPoint.
