Position: Human Resources Manager
Industry: Oil & Gas (Upstream / Downstream)
Tujuan Posisi
HR Manager bertanggung jawab untuk mengelola seluruh fungsi Human Resources secara strategis dan operasional, memastikan kepatuhan terhadap peraturan ketenagakerjaan, regulasi migas, dan kebijakan internal, serta mendukung pencapaian target bisnis perusahaan melalui pengelolaan SDM yang efektif.
Tanggung Jawab Utama
1. HR Strategy & Workforce Planning
- Menyusun dan mengimplementasikan strategi HR yang selaras dengan kebutuhan bisnis dan operasional Oil & Gas.
- Melakukan manpower planning untuk operasi kantor pusat dan site/project.
- Mendukung organisasi dalam fase ekspansi, restrukturisasi, atau perubahan organisasi.
2. Recruitment & Talent Management
- Mengelola proses end-to-end recruitment untuk posisi staff hingga managerial, termasuk posisi teknis (engineering, drilling, HSE, finance PSC).
- Berkoordinasi dengan user, manajemen, dan vendor rekrutmen.
- Mengembangkan talent pipeline dan succession planning untuk posisi kritikal.
3. Industrial Relations & Compliance
- Menangani hubungan industrial, termasuk PKWT/PKWTT, PKB, serikat pekerja, dan penyelesaian perselisihan hubungan kerja.
- Memastikan kepatuhan terhadap UU Ketenagakerjaan, peraturan pemerintah, dan regulasi sektor migas.
- Mengelola kasus disiplin, sanksi, dan proses PHK sesuai ketentuan hukum.
4. Compensation, Benefit & Payroll
- Mengelola struktur compensation & benefits, termasuk payroll, BPJS, pajak (PPh 21), dan tunjangan site/project.
- Melakukan salary benchmarking sesuai standar industri Oil & Gas.
- Memastikan akurasi dan ketepatan waktu proses payroll.
5. Performance Management & Employee Development
- Mengelola sistem performance appraisal, KPI, dan penilaian kinerja.
- Mengidentifikasi kebutuhan training & development, termasuk sertifikasi wajib (HSE, teknis, dan compliance).
- Mendukung pengembangan kompetensi karyawan dan leadership pipeline.
6. HR Policy, SOP & Governance
- Menyusun, mereview, dan mengimplementasikan kebijakan dan SOP HR sesuai regulasi dan praktik terbaik industri.
- Menjaga dokumentasi HR dan data karyawan secara rapi dan akurat.
- Mendukung audit internal dan eksternal terkait HR.
7. HR Operations & Employee Relations
- Mengelola administrasi HR harian, termasuk kontrak kerja, mutasi, promosi, dan terminasi.
- Menjadi partner strategis bagi manajemen dan karyawan dalam isu SDM.
- Menjaga iklim kerja yang kondusif dan profesional.
Kualifikasi
- Pendidikan minimal S1 (Psikologi, Hukum, Manajemen SDM, atau bidang terkait).
- Pengalaman minimal 8–10 tahun di bidang HR, dengan pengalaman di industri Oil & Gas / EPC / Heavy Industry menjadi keharusan.
- Pengalaman kuat dalam industrial relations, compliance, dan HR operations.
- Memahami PSC environment dan dinamika operasional Oil & Gas.
- Memiliki pemahaman mendalam tentang UU Ketenagakerjaan & peraturan turunannya.
- Kemampuan komunikasi yang baik dalam Bahasa Indonesia dan Inggris.
- Leadership yang kuat, mampu bekerja lintas fungsi dan menghadapi situasi sensitif.
