BackgroundClimate change has become a global challenge that deeply affects the lives of children everywhere. In Indonesia, the impacts are already visible—particularly in densely populated urban areas like Jakarta. For children growing up in informal settlements, floods, air pollution, and extreme weather are not distant threats but part of daily life. These conditions disrupt education, limit safe spaces for play, and create constant fear of the next disaster, ultimately hindering children's opportunities to learn and build a better future. Jakarta is among the world's most climate-vulnerable cities. Rapid urbanization, land subsidence, inadequate drainage systems, and rising sea levels have all contributed to increasingly severe flooding each year. At the same time, pollution from traffic and industry continues to degrade air quality, affecting millions of residents—especially children—whose health and development depend on a safe, clean environment.The CERIA (Climate Education, Resilience, and Innovation Action) project was designed to respond to these challenges. Over three years (1st January December 2028), it will be implemented by Plan Indonesia in partnership PREDIKT. The focus target participants are in 15 schools, 30 youth-led organizations, and two local climate networks. The project will focus on three administrative areas of Jakarta—North, West, and East Jakarta—where communities face high vulnerability to climate-related hazards. The project will engage approximately 6,000 children aged 7–13 and 3,000 young people aged 14–24. Activities will include strengthening climate education in schools, supporting youth-led community climate actions, and advancing inclusive, gender-responsive advocacy onclimate policies. Through these efforts, the project aims to enhance the capacity of children and young people to adapt to climate risks and to contribute actively to building resilient communities.The OpportunityThe MER Officer, role will be integral to the effective implementation and continuous improvement CERIA project. S/he is accountable for a range of critical responsibilities that directly contribute to the effectiveness, impact, and continuous improvement of project. S/he will be responsible for data collection and analysis, reporting, and quality assurance. Tasked with the day-to-day execution of monitoring and evaluation activities, primary responsibility is to ensure the timely collection, analysis, and reporting of data. By doing so, s/he contribute to the Plan Indonesia ability to measure impact, enhance program quality, and make informed decisions.Key Responsibility :1. Monitoring and Evaluation and Research Supports the development of Project M&E framework and Indicator Tracking Table (ITT), liaise and coordinate with Project Manager to ensure that Project M&E Framework, ITT and quarterly as well as annual plan are in place based on the Project Detailed Implementation Plan (DIP), provide support and mentoring as necessary to achieve this to Project Team. Leads the development of monitoring and evaluation plans as well as MER tools of the project, ensuring quality of baseline data and research result, availability of risks registry, monitoring activities and evaluability criteria as per project theory of change, gender transformative approach, CS5 and Plan International Area of Global Distinctiveness (AoGDs). Conducts and/or provides support to project monitoring activities as requested by Project Manager, including support to select consultants and provide mentoring to project staff and related partners. Works under the technical supports from MER Specialist to provide oversight to project research tools and analysis for M&E.2. Quality Monitoring and Evaluation Reporting Collects and coordinate data collection required for timely submission of project quarterly report for CO and regular report to Prudence Foundation and Plan International Hongkong. Supports and provides inputs for the projects and humanitarian response's data collection and analysis for donor reporting. Ensures the utilization any IT-based platform for M&E is well developed and functional to generate timely report3. Knowledge Management and Outreach Provides capacity building and mentoring for Project Staff on M&E, focusing on quality of data collection and tools to capture change to monitor/track programme and project impacts to reach project output, outcome and impact. Actively involves in Plan Indonesia exercise to strengthen MER tools, ensuring knowledge sharing and cascade of information to Project Staff on Plan International standards and guidelines on M&E. Participates in M&E related project events to present project as requested by Project Manager or to establish networks and learn from M&E community of practice. Ensuring accountability to project partners and beneficiaries through production dissemination of project learning documents4. Support studies/researches within the Project Lead IEC materials development within the Project especially ensuring high quality data Support the data for SS national secretary, Education cluster, and other safe school networks5. Safeguarding Children and Young People (Safeguarding), PSHEA, and Gender Equality and Inclusion (GESI) Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work. Participates actively in capacity building and learning events on Safeguarding Children and Young People and Gender Equality and Inclusion. Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI. Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.Requirements for The Role:1. Experience and KnowledgeBachelor's degree in Statistics/Social Sciences/Data Science/Community Development/other relevant field At least 3 years of experience working on project M&E, with practical knowledge on Results-Based Management and Theory of Change Possess knowledge and skill in research methodology and data collection for project evaluation Good analytical skills, well informed about methods to capture change/results of project implementation Good interpersonal communication and facilitation skills for knowledge-sharing Possess good judgment in dealing with conflict Able to work both in a team and independently with minimum supervision Ability to work to tight deadlines, under pressure, and to multi-task2.
