**PROJECT BACKGROUND**:
GGGI supports stakeholders through complementary and integrated workstreams - Green Growth Planning & Implementation and Knowledge Solutions - that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in three focal areas: renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

The Government of Indonesia has outlined the country’s transition to a low emission and climate-resilient future, which stipulates that Indonesia committed to reduce the GHG emissions by 31.89% with national resources, and 43.20% with international support, by 2030. The government has set five prioritized sectors for NDC under mitigation, namely energy, industrial process and product use (IPPU), waste, forestry and land use (FOLU), and agriculture.

In achieving the climate change-related targets, the Government of Indonesia will require not only financing and capacity building, but also significant technological advancement through international support. Indonesia had it’s the First Technology Needs Assessment (TNA) in 2010, which focused on mitigation, and followed by the second TNA in 2012 that covering mitigation and adaptation. The outcomes of TNAs have provided guidance for technology development to support NDA implementation.

GGGI and the Fiscal Policy Agency (FPA) implement the third Green Climate Fund (GCF) Readiness and Preparatory Support project (“the Readiness Project”) in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e., the agency through which Indonesia and the GCF interact and communicate. In September 2022, the FPA started a multiyear Readiness Project “Enhancing Indonesia's Access to International Climate Finance and Private Sector Investments for Climate Actions” (Readiness III) to support the NDA in enhancing national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project.

Overall, the project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five Readiness outcomes:

- Direct access applicants and DAEs have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities;
- Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities;
- Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment;
- Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and
- An increase in the number of quality project concept notes developed and submitted.

**OBJECTIVES OF THE ASSIGNMENT**:
In efforts to ensure the climate finance mobilized efficiently and effectively, the NDA GCF with support from GGGI is currently developing an assessment on technology needs (Technology Need Assessment/TNA) from financing aspects, that aims to enhance the enabling environment for GCF programming in low-emission investment for green technology, within national development objectives, reduce the impact of climate change in those prioritized sectors, namely energy, forest and land use (FOLU) for mitigation; and food and water security for adaptation.
