**Background**:
UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women works across aspects of governance that can accelerate progress towards gender equality, helping to bridge the gap between national development strategies and gender equality plans.

Promoting the implementation of Gender Responsive Budgeting (GRB) is a key focus under the Governance, Peace and Resilience portfolio of UN Women Indonesia Country Office. In line with efforts to achieve the global gender equality target outlined in SDGs 5 by 2030, as well as commitments under the Convention on the Elimination of Discrimination Against Women (CEDAW) and the Beijing Declaration and Platform for Action (BPfA), Indonesia has made significant progress in mainstreaming gender into its national plans. This is supported by the issuance of Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development. Progress is measured through various factors reflecting gender equality, as included in the Gender Inequality Index (GII) survey components.

In the 2025-2045 National Long-term Development Plan (RPJPN), gender inequality is identified as a major development obstacle, reflected in ongoing disparities, high-levels of gender-based violence, low recognition of unpaid care work, stagnating female workforce participation, and low representation of women in strategic positions and decision-making roles (KPAPO-BAPPENAS, 2024). Nevertheless, several efforts are underway to strengthen the regulatory framework by upgrading the National Strategy for Accelerating Gender Mainstreaming (PUG) from Presidential Instruction to Presidential Regulation (Perpres). The Government has also issued regulations - Permenkeu No. 62/2023 and Permen PPN/Bappenas No. 10/2023 - to accelerate the gender mainstreaming process by using performance-based budgeting and planning. These efforts are also carried out at the regional level, in line with the preparation of regional medium-term development planning (RPJMD 2025-2029) at the provincial and district/city levels.

In Public Financial Management, gender-responsive planning, budgeting, implementation, monitoring, evaluation, and reporting aim to strengthen governance and address the entire population in a gender-equitable manner. The National Strategy for Gender Mainstreaming (PUG) focuses on integrating gender perspectives into all stages of the development process, ensuring policies address the needs and experiences of both women and men to achieve Gender Equality. (KPPPA, 2023).

**Duties and Responsibilities**:
**Scope of Work**

The activities of this consultancy will be undertaken under the overall strategic guidance and direction of Governance, Peace and Resilience Programme Manager, and with day-to-day reporting to the Programme Analyst for Governance and Women, Peace and Security. The consultant will also work with government representatives at National and Sub-National level, civil society, and other relevant stakeholders.

The consultant will undertake the following tasks:

- Conduct a desk review and develop a detailed workplan with timeline, outline and methodology to conduct the tasks outlined in this TOR;
- Take the lead and work jointly with the Governance team in conducting an analysis, identifying existing gaps and supporting the development of checklists on GRB entry points for sectoral issues in Indonesia.
- Provide technical support in the development of a concept note on the future GRB interventions in Indonesia through UN Women programming.
- Based on existing gender analysis, provide mentoring support to selected Ministries/Agencies/Regions to engender their budget circulars, planning and budgeting through tailored interventions based on the needs and capacities of each Ministry/Agency/Region;
- Deliver training of trainers or capacity building workshop on gender responsive programme planning and budgeting to public officials from targeted Ministries/Agencies/Regions.
- Submit detailed final assignment report with description of undertaken activities, their results, with recommendations for UN Women for further improvement of work on GRB in Indonesia.
