Project Description_

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year, global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID).

Building upon the successful investments in KP programming from the USAID-funded, FHI 360-led
_Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV_ (LINKAGES) project (2014 - 2020), EpiC is designed to break through remaining, persistent barriers to the 95-95-95 goals and promote self-reliant management of national HIV programs. In response to USAID Mission and country needs, EpiC will deliver efficient, affordable, results-based technical assistance and direct service delivery tailored to context and epidemiology that is effective in surging, scaling, and sustaining HIV services and systems for long-term epidemic control. EpiC has four objectives, which focus on filling existing HIV prevention, case finding, and treatment gaps, and on building long-term sustainability to attain and maintain epidemic control:
Objective 1: Attain and maintain HIV epidemic control among at-risk adult men, women and priority populations;

Objective 2: Attain and maintain HIV epidemic control among key populations (KPs);

Objective 3: Improve program management (including HIS and HRH) and financial systems to ensure attainment and maintenance of epidemic control; and

Objective 4: Support the transition of prime funding and implementation to capable local partners to meet the PEPFAR goal of 70% of funding to local partners by 2020.

The key elements of the FHI 360-led team’s strategic and technical approach are:

- Identifying key populations and locales and comprehensively assessing risk,
- Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
- Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
- Addressing structural barriers and transforming local KP organizations,
- Ensuring interventions are sustainable over the long term, and
- Supporting the mainstreaming of human rights, gender and competency and capacity development.
- Job Summary:_

Senior Technical Officer HIV Community-Based Services and Online HIV Outreach and Marketing is responsible for providing technical and programmatic assistance in HIV community-based services for the EpiC project. HIV community-based services include outreach for key populations; case finding and management across the HIV cascade; the introduction of innovations, and the use of information communications technologies (ICT4D). The menu of EpiC assistance is outlined in the EpiC package of direct service delivery and technical assistance support. S/he also responsible for managing the EpiC project’s related with online outreach methods promoting HIV services, including through the EpiC website where clients can assess their own HIV risk and book services for themselves and marketing this method through various streams

Under the guidance of the Technical Manager, Community-Based Services, the Senior Technical Officer, HIV Community-Based Services oversees HIV community-based strategies, interventions, CSO implementation and partnerships. S/he is responsible for (a) providing technical leadership, assistance and oversight on HIV community-based services; (b) ensuring the quality and use of data across community-based programming; (c) introducing community-based programmatic innovations in targeted sites; (d) contributing to the Indonesia evidence base in HIV outreach, (e) providing technical leadership, assistance and oversight on online HIV outreach and services through EpiC CSOs partner; (f) managing and supporting EpiC staff and partner to develop, carry out, and complete deliverables supporting online HIV outreach/services in a quality and timely fashion; (g) ensuring the quality and use of data across online HIV outreach and services; and (h) contributing to the Indonesia evidence base in online HIV outreach S/he will also be responsible for carrying out deliverables outlined in quarterly workplans and ensuring that CSO performance milestones are achieved. S/He will facilitate coordination of all community-based services with provincial and district level GOI and CSO stakeholders. S/he will also be responsible for the development of the annual and quarterly work plans, budgets, and satisfactory responses to all reporting requirements for online HIV outreach and service provision in the targeted provinces. S/he will facilitate coordination of all client-facing online mechanisms for HIV outreach and service provision with national, provincial and district level GOI and CSO stakeholders.
