The Energy Policy Advisor will provide assistance to expand the on-going just energy transition reforms undertaken by MEMR to reach Jet-P targets and key measures of the PBL ASET policy matrix, to support the implementation of AFD’s Technical Assistance (TA) and to coordinate the TA Programme stakeholders.

Positioned within the EBTKE, the Energy Policy Advisor will advise the Indonesian authorities on topics such as: the deployment of renewable energy strategy, tariffs and incentives for renewable energy and energy efficiency, the establishment of environmental management guidelines associated with the ESG framework to be developed at MEMR, and good practices of just energy transition and energy efficiency.

The Energy Policy Advisor will work under the supervision of the EBTKE director, producing deliverables as deemed necessary by the Ministry (e.g. action plan, policy note, monitoring framework etc.) and as per the mission letter agreed upon (see Precision of the scope of work).

In addition, the advisor will ensure its reporting duties to AFD (see interaction with AFD).

The Energy Policy Advisor will work on the dialogue and the policy making side, in regular interaction with the TA leader policies who is in charge of implementing the TA program between AFD and MEMR. The studies and activities performed by the TA leader under the FRENTCI program with MEMR may feed the dialogue of the Energy Policy Advisor within the EBTKE.

1. **Provide assistance to expand the on-going just energy transition reforms**
- Facilitate energy policy dialogue between GoI and AFD at political, economical and technical level within the framework of Jet-P, DPL ASET and AFD TA program.
- Facilitate dialogue between EBTKE, AFD and the Jet-P secretariat
- Participating in the relevant working groups related to DPL ASET.
- Formulating proposals for preparing policy notes, law proposals priority areas, actions, target indicators that fall under the Just Energy transition and in priority within DPL ASET scope and AFD TA program - taking into account current international experience and supporting the alignment of national energy policy with the Jet-P targets.
- Introducing appropriate monitoring mechanisms to follow the preparation and implementation of policy related to DPL ASET and AFD TA program.

2. **Support the implementation of AFD’s TA Program**
- Setting up working groups to support AFD TA program with MEMR
- Contribute to organize events, workshops or capacity building linked to AFD TA program with MEMR.
- Facilitate AFD TA program such as agreement signing, review of ToR for studies that may feed the energy sectoral dialogue with AFD, act as a focal point for AFD TA activities at MEMR

During the first three months of mission, the Energy Policy Advisor must write a mission letter with the host organization (EBTKE) and AFD. In this letter, she or he will commit to specific areas, achievable objectives, a clear action plan, key stages, etc. for the duration of his or her mission. She or he will base this letter on the basis of an initial inventory, in-depth exchanges with her or his colleagues within the ministry and a good understanding of the needs and expectations of EBTKE and AFD.

The Energy Policy Advisor, host organization and sponsor must reach a consensus for the mission letter, formalized by a signature of the EBTKE and the AFD.

Indonesia has the ambition of reducing its GHG emissions and developing renewable energies up to 23% of the energy and electricity mix by 2025 according to its 2021 National Energy Plan, the RUPTL. During its presidency of G20 summit in 2022, Indonesia included energy transition as one of the country’s priorities, this being illustrated by the signing of a Joint Statement of a Just Energy Transition Partnership (JETP) with a coalition of international Donors around the G7. With the framework of the JETP, a Comprehensive Investment and Policy Plan (CIPP) was developed to achieve the following targets: the peaking of power sector emissions by 2030, a RE share of 34% of the power generation in 2030, accelerating early retirement of coal-fired power plants (CFPP) and achieving net zero emissions in the power sector in 2050.
