Technical Assistance Leader in The Energy Sector

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.

The Technical Assistance (TA) Leader will be an** expert in the energy sector,** **full time based in Jakarta, **in charge of coordinating the TA activities in liaison with the focal points appointed by the MEMR, in order to facilitate the necessary contacts within the energy sector and with the various relevant stakeholders.

The TA Leader will have a **permanent coordination role locally**, in supervision of a project assistant and short-term experts as regards their organisation of work, the number of days allocated through the management of purchase orders if necessary and timing of short term activities as well as the logístical issues of their missions (transport, space, offices, equipment, etc.). He/she will be in charge of the planning of activities and the compliance with the work plan.

The team leader will be responsible for the successful achievement of the project's results.

She/he will be assisted by Expertise France headquarters by the Project Manager and also by the support departments.

More precisely, the Team Leader will have to implement the following tasks:
**Project management**
- Operational coordination of the project: overall supervision and coordination of the inception phase; overall supervision and coordination of the project activities and the achievement of their objectives.
- Guarantees the strategic and operational efficiency of the project: ensures the good management of resources in achieving the objectives of the project.
- Supervises the timely production of expected deliverables, both with regard to activities (mission reports) and the project as a whole (inception report, annual report, final report, etc.).
- Coordination with stakeholders: contact point for beneficiaries of activities within MEMR, and regular communication with AFD.

**Strategic advice and project representation**
- Proposal, adjustment and implementation of the strategic and technical orientations of the project, in particular on the basis of the proposals made by the project technical experts
- Project representation: networking with relevant actors in Indonesia; developing and maintaining excellent working relationship with local administrations and international donors;
- Representation of the project at high level events related to the project themes.

**Management of the team of experts and project assistant**
- Support Expertise France in the identification and selection of experts.
- Supervision of the team of experts: validation of work plans by thematic area of the project, consolidation of the overall action plan, coordination of the execution of the program of activities. This management must be done while maintaining a very high level of communication within the team and continuous evaluation of activities, with a goal to continuously improving the project management.
- Recruit and manage the project assistant who will assist the TA Leader with administrative and financial tasks.

Any other task related to the mission, at the request of Expertise France or the donor.

Indonesia has a vast renewable energy (RE) potential but is still heavily reliant on fossil fuels for its energy and power supply (more than 80% of energy and electricity mix). Renewable energy sources only account for 13% of the electricity mix, mainly through hydroelectricity and geothermal energy.

Nonetheless, Indonesia has strong climate ambitions in terms of reducing GHG emissions and developing RE (target of 23% RE in the energy and electricity mix by 2025 according to the 2014 National Energy Plan). During its presidency of the 2022 G20 summit, Indonesia has made energy transition one of its top priorities, and has committed to it by signing a Joint Statement of Just Energy Transition Partnership (JETP) with several countries, including France. The objectives of this partnership have recently been updated in the CIPP (Comprehensive Investment Policy Plan) issued in November 2023, and consist in: (i) peaking of on-grid emission below 250MtCO2 by 2030; (ii) RE share of on-grid electricity mix of 44% in 2030; and (iii) power sector reaches net zero emissions by 2050.
